We have just learned from a Chongqing dispatch by the Central News Agency that the Inspection Committee of the Kuomintang held its 14th regular session at 8:00 a.m. on the morning of the 3rd and passed a resolution restoring the party membership of Chen Qiai and 115 other individuals. Among those listed are Zhou Enlai, Lin Boqu, Wu Yuzhang, Mao Zedong, Dong Biwu, Deng Yingchao, and Ye Jianying—seven persons in all.  As we are members of the Communist Party of China, although the KMT and the CPC have already entered into political cooperation, no agreement has yet been reached regarding whether, organizationally, their cooperative relationship should be restored in accordance with the arrangements of the 13th year of the Republic. Moreover, we were neither notified nor consulted in advance, either by the CPC Central Committee or personally, concerning the restoration of our KMT party membership. Therefore, we hereby solemnly declare that, with respect to the portion of this resolution of the KMT Central Inspection Committee pertaining to the seven of us, we cannot recognize or accept it.  Zhou Enlai, Lin Boqu, Wu Yuzhang, Mao Zedong, Dong Biwu, Deng Yingchao, and Ye Jianying, jointly signed.
