Telegram to Peng Dehuai[1]

In principle, we can agree to the enemy at Ganquan returning its main force, but it must be pointed out to them that to resist Japan they must cooperate with the Red Army, and they must also influence and organize other Northeast Army units to resist Japan together.

The negotiations should be pursued with effort, and we must show our sincerity in every respect. So long as they join in resisting Japan, there is no condition that cannot be discussed.
