On the Formation of the Red 28th and Red 29th Armies[1]

In accordance with the strategic plan outlined in the previous telegram, the 28th Army has already been formed in northern Shaanxi, with Liu Zhidan serving as army commander and Song Renqiong as political commissar. It is expected to expand to 1,500 personnel in January. The Shaanxi-Gansu 29th Army should also commence organization, with Xiao Jinguang in charge, and must expand to eight companies totaling approximately 1,000 personnel by the end of January.
