To Peng Dehuai and Others[1]

All those who agree with the Party's programme and policies and show activeness in their work, regardless of their social connections, should be widely admitted into the Party. In particular, the commanders and fighters of the Shaanxi-Gansu Detachment and the 25th Army who have gone through the struggles of the Long March should be admitted into the Party on an even broader scale.

All those who have gone through the Long March shall be exempted from the candidate period without exception.
