Circular Regarding the Provision of Fuel and Food Allowances, Convalescence Grants, and Disability Compensation for Wounded and Sick Soldiers

In order to facilitate the prompt treatment and physical recovery of wounded and sick soldiers, and in view of the relatively poor material conditions prevailing in our operational areas at present, it is hereby prescribed that fuel and food allowances, convalescence grants, and disability compensation for such personnel shall be as follows:


(1) During the period of treatment, both lightly and severely wounded/sick soldiers shall receive a daily allowance of five fen for fuel and food.


(2) Each severely wounded soldier shall be granted a convalescence allowance of four yuan, while each lightly wounded soldier shall receive two yuan.


(3) If a patient is unable to convalesce with his unit and must be hospitalized for treatment, he shall be paid a hospitalization allowance of one yuan.


(4) For those who have become disabled due to injury, lump-sum disability compensation shall be awarded according to whether they are totally or partially disabled. A total disability entitles the recipient to twenty-five yuan per year, whereas partial disability carries an annual payment of fifteen yuan. Such claims must be reported by the commanding officer at the appropriate level, examined and approved by the Welfare Committee, after which the compensation will be disbursed.


(5) Members of the Red Army who have fallen ill from overwork or who suffer from chronic physical weakness should be granted convalescence allowances ranging from at least fifty fen to no more than three yuan per month, depending on their condition, until they have fully recovered their health. The review and approval procedures for these cases must also be conducted through the relevant Welfare Committee.


Should there be any significant changes in prices, the above provisions may be revised accordingly. This circular is hereby promulgated; all units of the Rear Services and all military organs are requested to take note and to announce its implementation throughout their respective formations.
