Telegram to Lin Biao and Others on Convening a Meeting of the Northwest Revolutionary Military Commission

(November 13, 1935)

Lin and Nie, Xu and Cheng, and to Peng and Zhou:

A. The enemy situation is unlikely to change in the short term. All units shall carry out their work according to their current positions, and no daily operational telegrams will be issued during this period. B. It is proposed to convene a Military Commission meeting at Zhangcunyi on the 18th. Peng and Zhou are requested to wait, and a letter has been sent to Zhu Lizhi inviting him to attend. The Military Commission meeting plans to summarize and discuss the following issues: 1. Deployment of the front army and guerrilla forces; 2. Military and political education; 3. Organization and work of military regions and sub-regions; 4. Local work plans; 5. Grain procurement plans; 6. Fundraising plans.
