To Chairman Chiang of Lushan:  The Japanese aggressors have attacked Lugou Bridge, thereby carrying out their prearranged plan to seize North China by force. Upon hearing this news, we are overwhelmed with grief and indignation! Peiping and Tianjin are the key strongholds of North China; no further lapses must be permitted.  We respectfully urge you to issue strict orders to the 119th Army to resist valiantly, and, in accordance with the spirit of the Third Plenary Session of the Central Committee—namely, to repel aggression and wage war—to implement a nationwide general mobilization to defend Peiping and Tianjin, safeguard North China, and recover the lost territories.  The officers and men of the Red Army are all willing, under your leadership, to devote themselves to the nation, to engage the enemy in prolonged combat, and thus to achieve the goal of defending our land and our country.
