To Dong Yingbin¹

Although the generals of the Northeast Army committed the grave error of "September 18," today they still eat the grain of China and tread the soil of China. The Northeast Army and the Red Army both belong to the people within the borders of China—what suspicion, what enmity, could lead them to slaughter one another! I now make an agreement with you, Commander:

(1) The Northeast Army shall not attack the Red Army, and the Red Army shall not attack the Northeast Army.
(2) Should your army or any other unit of the Northeast Army wish to resist Japan and oppose Chiang Kai-shek, regardless of whether they have attacked the Red Army in the past, the Red Army is willing to conclude a pact with them to jointly fight Japan and fight Chiang Kai-shek.
(3) The Red Army shall give preferential treatment to officers and soldiers of the Northeast Army. Not only shall none be killed, but they shall be assigned posts or provided with funds to return to their units; wounded officers and soldiers shall all receive medical treatment on the same basis as wounded personnel of the Red Army.
