To Nie Rongzhen and Lin Biao[1]

Commissar Nie, and to Lin:

(1) Quickly release several captured officers to negotiate with Shen Ke. If he agrees to oppose Chiang Kai-shek and oppose Japan, then allow the future return of personnel and rifles in full as originally counted. (2) Continue to exert pressure toward Taibai Town to compel its westward retreat, and take advantage of their retreat to annihilate them and seize Taibai Town. (3) The enemy at Zhiluo broke out of encirclement yesterday and was completely annihilated by our Fifteenth Army Corps. Niu Yuanfeng was captured alive. One battalion of the Fifteenth Army Corps is pursuing toward Taibai Town.
