Report at the Meeting of the Northwest Revolutionary Military Commission[1]

Wiping out large numbers of the enemy, vigorously expanding the base areas, and expanding the Red Army are the three-in-one task. The strategic policy is offensive defence. The concrete disposition is to concentrate the main force of the Red Army on the southern front, move out to Zhongbu and Luochuan, cut the communications between Xi’an and Yan’an, seize the county towns in between as opportunities arise, and strive to capture Ganquan and Yan’an.
