Lin, Nie, Peng, Li:
I. On the 7th, Dong Yingbin reported that upon the arrival of the 106th Division, all divisions of that army would advance eastward in succession from Taibai Town. At present, a portion of the 106th Division has already reached the vicinity of Taibai Town. It is estimated that within one or two days these three enemy divisions may move toward Heishuici and Zhiluo Town. II. In order to annihilate this enemy force, our army will deploy as follows on the 9th: (A) The main body of the First Corps will remain in place, but the units stationed east of Bailingou will be relocated to the northwestern area of Qiulinzi. (B) The Twenty-Fifth Army will move tomorrow to the region around Bailingou, Angou, and Daxinghao, and the day after tomorrow will proceed via Qiulinzi to the line between Taohuabian and Zhangcunyi. (C) The Second Column will move tomorrow to the line between Youfangyuan and Laorencang. (D) We ourselves will remain in position tomorrow. Lin is instructed to map out the terrain, roads, and settlements along the line from Heishuici to Taohuabian and extending eastward and southward, and to submit a detailed report within two days.

Lin, Nie, Xu, Cheng:
I. Intelligence indicates that Dong Yingbin has ordered his 106th Division to advance by the 10th to positions at Heishuici, Longyiwang, Jujiajiao, and Chongjiawan to construct fortified posts, thereby covering the subsequent eastward advance of his entire corps. There are also reports suggesting that he intends to occupy the areas north and south of these locations. It appears, however, that the main body of his forces will still find it difficult to reach Zhiluo Town within the next one or two days. II. Our deployment for the 10th is as follows: (A) The First Corps will remain in place. (B) Zi Hua will lead the Seventy-Fifth Division to a concealed assembly area between Taohuabian and Zhangcunyi. (C) Hai Dong is to command the troops in the Zhangcunyi–Yangquan region to eliminate bandit forces in the areas of Jin Village, East Village, Taotong, and Jiuyuan. This mission is of great importance for future operations. (D) Hai Dong is to immediately instruct the Independent Battalion to mobilize the local populace in and around Zhiluo Town and Heishuici to implement scorched-earth tactics, ensuring that all grain and cooking utensils are removed. Furthermore, cavalry units are to be dispatched without delay to conduct reconnaissance toward Taibai Town. (E) We ourselves will remain in position.
