The current Chinese revolution is still in a cruel struggle. If the Soviet government promulgates various regulations, it should first consider whether they are suitable for the current conditions of the struggle, and promulgate various regulations based on this principle. Therefore, the ratio of residents to Soviet representatives stipulated in the election rules should also be based on this principle, and the ratio of residents to representatives should not be stipulated too rigidly. In order to adapt to the current environment of revolutionary struggle and ensure the leading position of the proletariat in the Soviet organs, the ratio of residents to representatives in this election must be slightly changed and supplemented compared with the election rules promulgated in the past. The new standards for the ratio of residents to representatives are now stipulated as follows:

1. Township Soviets: Poor peasants, middle peasants, independent laborers, etc., one formal representative may be elected for every 50 people; workers, coolies, hired peasants, one formal representative may be elected for every 13 people; even if the number of people is less than the stipulated number, one formal representative may also be elected.

2. City Soviets directly under the county: Urban poor people and poor peasants, middle peasants, and independent laborers within the scope of their jurisdiction, one formal representative may be elected for every 80 people; workers, coolies, hired peasants, one formal representative may be elected for every 110 people; even if the number of people is less than the stipulated number, one formal representative may also be elected.

3. City Soviets directly under the province: Urban poor people and nearby poor peasants, middle peasants, etc., one formal representative may be elected for every 400 people; workers, coolies, hired peasants, one formal representative may be elected for every 100 people; even if the number of people is less than the stipulated number, one formal representative may also be elected.

4. The District Soviet Congress is composed of representatives from various township Soviets and representatives from local armed forces. One formal representative to participate in the District Congress may be elected for every 200 residents. However, the composition of the representatives, hired peasants, coolies, and workers, should account for a total of 110 percent.

5. The County Soviet Congress is composed of representatives elected by the District Congress and the City Soviet, as well as representatives from local armed forces and the Red Army. One formal representative to participate in the County Soviet Congress may be elected for every 1100 rural residents. The composition of the representatives, workers, coolies, and hired peasants should account for a total of 115 percent, and soldiers should account for 30 percent. One formal representative to participate in the County Congress may be elected for every 400 urban residents. The composition of the representatives, workers, hired peasants, and coolies should account for a total of 50 percent.

6. The Provincial Soviet Congress is composed of representatives elected by the County Congress and the City Soviet directly under the province, as well as representatives from the Red Army and local armed forces. One formal representative may be elected for every 5,000 rural residents. The composition of the representatives, workers, coolies, and hired peasants should account for a total of 115 percent, and soldiers should account for 10 percent. One formal representative may be elected for every 1,000 urban residents. The composition of the representatives, hired peasants, workers, and coolies should account for a total of 50 percent.

The alternate representatives of the Soviets at all levels are in proportion to one-fifth of the formal representatives, that is, one alternate representative may be additionally elected for every five formal representatives elected. If there are less than five formal representatives, one alternate representative must also be elected. Alternate representatives participate in Soviet meetings or congresses, have the right to speak but not the right to vote. When formal representatives are absent, alternate representatives will fill the vacancy.

(Note 1) The standards for representatives of workers, coolies, hired peasants, and the Red Army in the District, County, and Provincial Soviet Congresses should be determined before the election of representatives. City Soviets, Township Soviets, and District and County-level congresses must pay attention to the composition of workers, coolies, hired peasants, and the Red Army.

(Note 2) The election procedures for local armed forces and the Red Army are stipulated in separate rules for local armed forces and the Red Army.

The above provisions are to supplement the shortcomings of the election rules. Except for the change in the ratio of residents to representatives, the remaining procedures should be in accordance with the provisions of the election rules. After receiving this instruction, the Soviet governments at all levels should immediately proceed with this election in accordance with the instructions of this instruction. This order.
