A. With the troops moving westward, it is extremely important to ensure a fifteen-day supply of food. Please confer in person with Ye and Yang to mobilize and organize transportation arrangements.

B. By November 10, we require the rear area to deliver 3,500 sets of cotton clothing and 3,000 new recruits, which are to be delivered directly to the front lines for immediate incorporation into the units for training.

C. The Shaanxi–Gansu Provincial Committee may only exercise jurisdiction south of Xiasiwan; Bao’an, Zichang, and Anzhai should be promptly transferred under the administration of Northern Shaanxi to facilitate our work.

D. Instruct the Provincial Committee to intensify propaganda efforts in Zhiluo Town. Also, urgently order the Zhongyi Independent Battalion to disrupt the enemy’s lines of communication in the Zhongyi area, and direct the Yangquan Daozuo Pu Guerrilla Unit to advance close to Yongzhou. By threatening and obstructing the enemy, we will propagate that the Red Army is about to attack Yongzhou. Furthermore, instruct Jing Guang to establish a communications post at Hanjiagou and maintain daily contact with us.

E. Instruct Shang Kun and Rui Qing to complete the reorganization of the First Red Regiment within one week, including the appointment of a political commissar, so as to enable the unit to carry out its new mission. I look forward to your reply. Lin and Nie and I will move to Hanjiagou this afternoon.
