Comrades, the entire body of voters!

It has now been one full year since the Provisional Central Government of the Chinese Soviet was established.

On the occasion of this anniversary, and in accordance with the provisions of the First National Congress of Workers’, Peasants’, and Soldiers’ Deputies, the Provisional Central Government presents this brief report to all voters on its work and administrative implementation over the past year. It is also willing to hear the opinions and suggestions of all voters regarding their own political authority—the Soviet regime—on its past work and future administrative policies.

Before reporting on our work, let us first discuss the political situation and its developments over the past year; only after that will we report on the administrative policies the Central Government adopted and the state of their implementation under these circumstances.

Comrades!

The political events and developments of this past year have advanced more sharply than in any previous year in every respect. The most important characteristics are: first, the socialist state—the Soviet Union—in the world has grown increasingly prosperous and consolidated, while the capitalist world has continued to decline; the confrontation between these two different systems has reached an unprecedented degree of sharpness. Second, the world revolution is rising daily, and the proletariat of all countries is increasingly coming under the leadership of the Communist Party; meanwhile, in the imperialist countries, fascist dictatorship is becoming ever more widespread, creating two extreme trends. Third, the danger of imperialist war, especially war against the Soviet Union, has become extremely intense.

In China, due to the rapid development of the world situation, the intensifying imperialist efforts to carve up China, and the establishment of the Soviet Central Government, the unfolding of events has become ever more drastic. Therefore, over the past year: first, the Soviet regime has continued its victorious expansion, while the Kuomintang (KMT) government has grown even weaker and more disintegrated; the confrontation between these two regimes has indeed reached an extremely acute stage. Second, the national economy has reached a point of total collapse. In the White areas under imperialist and KMT rule, massive floods, droughts, epidemics, and armed massacres by Japanese imperialism have occurred, causing unparalleled disasters and sacrifice among countless millions of workers and peasants. Third, the national revolutionary crisis has deepened and sharpened by the day; the upsurge of the anti-imperialist movement has developed into an anti-Japanese national revolutionary war, with 500,000 volunteers in the three northeastern provinces already. Particularly, the Soviet movement, under the correct leadership of the Chinese Communist Party, has achieved unprecedented new expansion during the year and has become the banner of national liberation for all of China’s workers and peasants. Fourth, as a result, the imperialist assault on the Chinese revolution has shifted from covert assistance to the KMT warlords to overt, direct armed suppression. Japan occupied the northeastern provinces and attacked Shanghai, and more recently has been actively invading Jehol; all the imperialist powers are energetically carving up China, organizing and directing KMT warlords to attack the Chinese Soviets and the Red Army, while the danger of direct imperialist attacks on the Chinese revolution intensifies daily. Fifth, the KMT and warlords are surrendering more openly to imperialism: besides selling out the northeastern provinces and signing the sellout Shanghai Agreement, they are continuing to sell out Jehol and the whole of China.

Fully accepting imperialist instructions, they have concentrated all their forces to launch the large-scale fourth “encirclement and suppression” campaign against the Soviets and the Red Army, and are now pouring all their strength into actively preparing for a major offensive against the Central Soviet Area.

In this past year’s political situation, because of the victorious expansion of the revolution, the balance of class forces has greatly shifted. That is to say, the revolutionary forces are growing and strengthening daily, while the counter-revolutionary forces are weakening and disintegrating daily. The current situation is now a period of life-and-death struggle between revolution and counter-revolution, the most important stage in history.

Amid these political events and developments, the Central Government has seized upon them to lead and organize the masses of workers and peasants throughout the country, to develop the revolutionary war, to achieve new victories in the Soviet revolution, and to struggle for the national liberation of all China’s workers and peasants.

At the beginning of this year, the policy was set: to seize key cities, achieve the first victory in Jiangxi, and thereby lead the national anti-Japanese and anti-KMT national revolutionary war. In January, the Red Army actively attacked Gan (Ganzhou); occupied Shanghang, Wuping, and Ninghua; and on April 5 officially declared war against Japan, leading and organizing the masses of workers and peasants nationwide to fight a national revolutionary war to expel Japan and all imperialists from China, safeguard China’s territorial integrity, and strive for the true independence and liberation of the Chinese nation. At the same time, to achieve this goal, the first step is to overthrow the KMT regime—the tool of imperialist rule—and, by actively expanding outward and seizing key cities, create the precondition for directly prosecuting the war against Japan. Accordingly, the Red Army was led to occupy Zhangzhou and Nanjing in Fujian, annihilating the warlord troops of Zhang Zhen.

When the KMT signed the sellout Shanghai Agreement, the Soviet Central Government issued a declaration opposing and denouncing this agreement, calling on the masses of workers and peasants nationwide to arm themselves and wage a national revolutionary war against imperialism and the KMT.

At that time, the Hubei-Henan-Anhui Red Army, after occupying Huang’an County, seized Huangchuan in southeastern Henan, and Lu’an and Huoshan in western Anhui; the Hunan-Hubei-West (Western Hubei) Red Army occupied various places in central Hubei; the Soviet areas were greatly expanded; and a new Soviet area was established in Shaanxi-Gansu. Consequently, because of the victories and expansion of the Soviets and the Red Army, the imperialists and KMT quickly concluded the sellout Shanghai Agreement, concentrated all the reactionary forces nationwide, mobilized over 80 divisions of the national warlord armies, and attacked the national Soviets and the Red Army, first launching offensives against the Hunan-Hubei-West and the Hubei-Henan-Anhui Soviet areas. At this time, the Central Government led the masses of workers and peasants across the country and the Red Army to adopt active offensives and launch attacks on all fronts, aiming to smash the imperialist and KMT fourth “encirclement and suppression” campaign. Under the leadership of the Central Government, the Soviets and the Red Army nationwide achieved consecutive successes: in Hubei-Henan-Anhui, ten unprecedented major victories in succession; in Hunan-Hubei-West, the attacking Sichuan army was wiped out; in northeastern Jiangxi, Hunan-Hubei-Jiangxi, and Hunan-Jiangxi, great victories were also won. The Red Army in the Central Soviet Area, after returning from Zhangzhou, routed the so-called formidable Guangdong warlord army of 17 to 18 regiments, dealing a severe blow to the Guangdong enemy attacking the Soviet area. The KMT suffered heavy blows along all fronts. Across the country, the Red Army totally wiped out over ten enemy divisions, routed approximately another ten, captured over 50,000 rifles and vast quantities of other military supplies—a truly unprecedented great victory.

Afterward, the Red Army of the Central Soviet Area advanced north, annihilating the entire division of Gao Shuxun, occupying the three cities of Yihuang, Le’an, and Nancheng, pressing close to Fuzhou, and shaking Nanchang. Because of the Red Army’s great victorious expansion in the north, the KMT is now struggling desperately to save itself from destruction, concentrating all its might on actively preparing a large-scale offensive against the Central Soviet Area and its two wings—northeastern Jiangxi and Hunan-Hubei-Jiangxi.

Comrades!

As a result of the revolution’s victories, the counter-revolution, in order to salvage its dying rule, is mustering all its strength on an ever-larger scale to attack the revolution, Comrades! This is the crucial juncture of the life-and-death class struggle between revolution and counter-revolution.

At present, the Provisional Central Government is resolutely leading the masses of workers and peasants across the country to smash the large-scale offensive of imperialism and the KMT. To the Soviets and the Red Army nationwide, it has already issued emergency mobilization orders, mobilizing the masses of workers and peasants in all Soviet areas and all Red Army soldiers to coordinate better, and, with a resolute offensive policy, first break through the enemy on one front; actively expand the surrounding Soviet areas; win over the broad masses of workers and peasants in those surrounding areas; vigorously expand the Red Army; expand and strengthen the armed organizations of the worker and peasant masses—the Red Guards; consolidate and deepen the existing Soviet areas; fully prepare sufficient economic resources and grain; mobilize all forces; and get all economic resources, provisions, and grain ready; so as to destroy more enemies through victorious offensives, thoroughly smash the enemy’s large-scale offensive, and achieve the first victory in Jiangxi.

This is our current urgent task, something for which we, the entire body of workers and peasants, should strive and struggle, in order to fight for the complete victory of our class!

Now let us report on the Central Government’s implementation of various decrees over the past year. The implementation and promulgation of these decrees have all been aimed at genuinely safeguarding the interests of the working class and peasantry, striving for the Soviet victory throughout China, and thereby achieving the complete liberation of the working class and peasantry.

(A) Thorough implementation of the Land Law. We have inspected the land distribution in various places and strictly supervised and guided the governments at all levels in its execution. The Central Government directly sent personnel several times to various places for on-the-spot inspections, so that the benefits of the land revolution might be fully enjoyed by the poor peasants, middle peasants, hired laborers, and others, and not be stolen by rich peasants. Indeed, in most places, the land usurped by the gentry, landlords, and their family members has been confiscated, and the land of rich peasants has been confiscated, with only an allotment of inferior land given to them. This has allowed the poor peasants, middle peasants, and hired laborers to obtain real benefits. However, in some places, because the local government is unsound, the Land Law has not yet been rapidly and thoroughly implemented in its entirety. This is a major shortcoming.

(B) Implementation of the Labor Law. First of all, it must be said that the governments at various levels have shown much negligence in enforcing this decree. The Central Government has resolutely struggled against such tendencies on many occasions. Although an inspection system was established, its work has been rather perfunctory and superficial. At present, in the cities, part of the Labor Law—the eight-hour day, rest periods, collective contracts, etc.—has been implemented to a considerable degree, but much remains unimplemented. In the villages in particular, the Labor Law has still not been concretely applied.

This entails losses in terms of protecting the workers’ interests. We should openly acknowledge this as a mistake that must be promptly corrected.

(C) Implementation of economic policy. There have been considerable achievements over the past year, especially in the restoration of commerce. The supply of daily necessities for the masses of workers and peasants can still be brought in despite the enemy blockade. To develop production, the regulations on investment in industry and commerce have been promulgated. However, regarding the export of Soviet-produced goods, it still lags behind imports, mainly because of the enemy blockade and the flight of capitalists.

But in implementing economic policy, the governments at various levels have again made another kind of mistake, namely, in some places making concessions to capitalists at the expense of the interests of the worker masses.

Furthermore, a national bank has been established, issuing paper money and subsidiary coins to lay the foundation for a unified currency and to regulate finance.

At the same time, the lending regulations were promulgated to facilitate temporary financial turnover for the masses of workers and peasants.

Tax regulations were promulgated, completely abolishing all exorbitant taxes and levies imposed by the KMT warlords and implementing a unified progressive tax. The heavy burden of taxation is placed on the capitalists, rich peasants, and the wealthy, while Red Army soldiers, workers, hired laborers, and coolies are exempt from taxation, and poor masses receive tax exemptions or reductions.

(D) Implementation of the Regulations on Preferential Treatment for Red Army Soldiers. The Central Government also stipulated specific methods for putting these preferential treatment regulations into practice. In most places, public fields have been set aside for non-local Red Army soldiers, and the masses have been led to organize plowing teams to help the families of Red Army soldiers cultivate their fields.

The postal service has put free mailing for Red Army soldiers’ family letters into effect, and the regulations on pensions for Red Army soldiers have been promulgated, with pension committees organized.

At the same time, to encourage and give preferential treatment to the masses of workers and peasants and government functionaries who participate in and lead the war, the pension regulations for wounded and fallen Red Guard members and government functionaries have also been promulgated. However, upon inspection, there are still many governments that have not fully implemented these regulations and have been negligent, especially in failing to effectively lead the masses to assist the families of Red Army soldiers. This is an extremely serious issue. In some places (such as Changting in Fujian), government personnel, instead of implementing the preferential treatment regulations for Red Army soldiers, presumptuously demand special treatment for themselves from the masses—this is completely an act in violation of the decrees.

The Central Government, besides severely punishing those elements who are negligent and violate the decrees, calls on all worker and peasant comrades to oppose these self-interested elements and urges rigorous supervision and monitoring of all local governments to ensure resolute implementation.

(E) Establishment of a correct line for the suppression of counter-revolutionaries and judicial procedures. This past year has seen great achievements in this area. Past mistakes of not distinguishing class backgrounds and between primary and secondary offenders have been corrected; corporal punishment has been absolutely abolished; and the various levels of the State Political Security Bureau and the work of suppressing counter-revolutionaries have been established. The Central Government has established a Provisional Supreme Court and tribunals at all levels, as well as various principles for adjudicating and handling counter-revolutionary cases. However, during this process, instances of abandoning or condoning counter-revolutionaries have also appeared. Although the Central Government has since strictly rectified this, such errors still exist to a greater or lesser extent in governments at all levels.

Now, as the enemy mounts a large-scale offensive, counter-revolutionary activities will inevitably seize the opportunity to rise. Especially as the KMT rallies all reactionary forces to attack, the issue of suppressing counter-revolutionaries becomes an even more crucial condition for securing our victory.

All voter comrades must unitedly assist the government in thoroughly eliminating all factions of counter-revolutionaries—the AB (Anti-Bolshevik) Corps, the Social Democrats, the Trotskyist-Chen Duxiu liquidationists, the Third Party, the Reorganizationists, etc.—and their activities, and in wiping out all counter-revolutionary organizations and activities that exploit feudal superstitions—the Big Sword Society, the Single Heart Society, the Lazybones Society, the Boy Scouts, the Red Spear Society, and so on.

(F) In order to safeguard women’s rights, the Central Government first promulgated the Marriage Regulations, completely eradicating the feudal marriage system of the past, implementing freedom of marriage, and guaranteeing all rights of women in divorce and marriage. In the enforcement of this decree, it became evident that many government leaders totally violated it and instead upheld the feudal marriage system. Many worker and peasant comrades, still failing to understand that implementing freedom of marriage means thoroughly eliminating feudal remnants and protecting women’s rights, have been involved in numerous disputes. To safeguard women’s rights, the Central Government severely cracks down on governments and their leaders who violate the Marriage Regulations. Yet it hopes that all worker and peasant comrades will understand that the past practices of husbands beating wives, mercenary marriage, and the mistreatment of child-daughters-in-law are feudal institutions.

Only by thoroughly eliminating feudal forces and overthrowing imperialism can our revolution succeed. Everyone should unitedly support the implementation of this decree.

In order to practically carry out the protection of women’s rights, the Central Government has already promulgated regulations for and organized Women’s Life Improvement Committees at all levels, which are specifically responsible for this work.

(Geng) In order to consolidate and strengthen the main force of the revolutionary war—the Workers' and Peasants' Red Army—we established the political commissar system, promulgated regulations on political work, founded large-scale Red Army schools, trained a large number of new cadres, enhanced the military skills of the Red Army, carried out Red Army expansion work, and decided on methods for expanding the Red Army (Instruction No. 15).

However, in the work of expanding the Red Army, governments at various levels in the past did not regard this as one of their primary tasks, failed to employ various political propaganda and mobilization methods to encourage the workers' and peasants' masses to enthusiastically and voluntarily join, and instead resorted to coercive and commandist methods. In particular, some governments failed to fully implement the preferential treatment regulations, which actually hindered the work of expanding the Red Army.

The Central Government is currently rigorously correcting these mistakes. At present, expanding the Red Army is the most fundamental condition for ensuring complete victory in the war, and especially to annihilate more of the attacking enemy, we must redouble our efforts to expand the Red Army.

Comrades!

To strive for complete victory in the war, everyone must enthusiastically join—according to the organizational principles, training methods, and tasks of the Red Army.

Hundreds of thousands of Red Guards and Young Pioneers have already been formed. Only when the entire mass of workers and peasants is armed, creating the mightiest class force, can any enemy be thoroughly annihilated.

(Xin) In accordance with economic policies, financial systems and guidelines were established. Financial regulations were formally promulgated, financial unification was implemented, and the past phenomenon of each region acting independently in financial matters was severely eliminated. The fiscal year was determined, and a budget and final accounting system was instituted. This work has yielded results in some counties of the Central Soviet Area, but has yet to be fully implemented in others. In particular, regarding the punishment of embezzlement and waste, some governments were still unable to resolutely enforce it.

The greatest achievement was rectifying the past financial policy of solely targeting local tyrants, reorganizing tax collection, and establishing a fiscal foundation. Especially concerning the supply for the Red Army, the burden of fundraising on the Red Army was greatly reduced, enabling the Red Army to devote its full strength to developing and conducting the revolutionary war.

The primary fiscal expenditure was directed toward developing the war effort, and to enrich the funds for the revolutionary war, the first revolutionary war bond of 600,000 was issued. With the support of the broad masses of workers and peasants, it was quickly fully subscribed, which indeed provided tremendous assistance to the war effort. To completely smash the enemy's large-scale offensive, a second war bond has recently been issued. Comrades! Enthusiastically purchasing war bonds means actively participating in the war effort. We established primary schools in every township and actively carried out the training of primary school teachers, including founding the Lenin Normal School. This has all achieved considerable success. However, for adult education and the literacy campaign, we have yet to concentrate significant efforts, and it has not been broadly developed. This is a major shortcoming.

(Gui) Regarding transportation establishment and organization: regulations on repairing bridges and roads were promulgated, and governments at all levels were urged to implement them, achieving considerable results, particularly benefiting military transportation. Simultaneously, the postal service in the Soviet areas was unified, and a unified postal system was established, which greatly facilitated both military and workers' and peasants' transportation. Furthermore, to develop the economy of the Soviet areas and protect the interests of the workers' and peasants' masses, cooperative regulations were promulgated to aid and guide the cooperative movement in various localities.

At the same time, we led this year's spring ploughing campaign to increase rural production, guiding governments at all levels to help resolve issues such as draught cattle, seeds, and farming tools during the spring ploughing. An annual tree-planting campaign in spring was stipulated. To safeguard the health of the workers and peasants, epidemic prevention regulations were promulgated, and epidemic prevention campaigns were initiated in various places. For the areas devastated by the enemy during the three campaigns of the previous year, the Central Government allocated a portion of funds to relieve the local masses, while also leading the Red Army and governments at all levels in launching relief campaigns that included donations of draught cattle, economic aid, clothing, and other items.

Comrades!

This is a general outline of the administrative measures implemented by the Central Government over the past year. The main shortcomings are that all work has not yet been fully implemented and that work lacks depth. We hope that all comrade electors will offer more criticism and suggestions regarding the shortcomings in past administrative work, and in the future, enthusiastically participate in all the administrative work of the government, supervising and assisting governments at all levels in fully implementing all political programs, laws, and decrees.

(Chou) Established the system of urban and rural Soviet congresses, laying the lower-level foundation of the Workers' and Peasants' Soviets.

(Yin) In accordance with the principle of the workers' and peasants' dictatorship, stipulated the principles and methods for Soviet elections, rectifying the past erroneous electoral methods that disregarded class distinctions.

(Mao) Stipulated the organization and work of local Soviets.

(Chen) To establish strong and capable Soviets, stipulated the fundamental principles of Soviet organization and tasks. Shortly after the establishment of the Central Government, it was announced that local Soviets at all levels would undergo re-election and reorganization from the bottom up. This electoral movement mobilized a considerable number of workers' and peasants' masses to participate in Soviet elections, drawing broad masses of workers and peasants into the work of urban and rural congresses and governments at all levels, and expelling class-alien elements and idle, corrupt elements who had hidden within the government from the Soviets. However, due to insufficient mobilization by governments at all levels, it has not yet achieved the intended success. Most recently, the continuation of local government reorganization has been announced, with the criteria for reorganization being, in particular, leadership in war and implementation of political programs.

(Yi) Established a system of inspection tours and work inspection systems to examine the work of local Soviets, but in practice, it has not yet been properly established.

(Wu) To supervise and prevent bureaucratic corruption among government personnel at all levels, strengthened workers' and peasants' procuratorial work, established appeal bureaus at all levels, and stipulated the organization and work of shock brigades, but failed to attract various mass organizations and activists from the workers and peasants to participate in these organizations and activities, thus failing to achieve practical effectiveness.

(Wei) Established urban people's police stations and conducted household registration surveys, though only a few cities achieved some progress; most did not actually set them up.

(Shen) Promulgated and implemented the organization of labor reformatories.

(You) Promulgated organizational and work outlines for various departments, establishing the administrative systems and work of each department.

(Shu) Opened training classes for Soviet working personnel to cultivate Soviet cadres.

(Hai) Because the organization of the Central Government's various departments is still not fully sound, they have not been able to carry out their work more fully, nor have the administrative systems and work implementation at all levels been sufficiently established.

The organization and work of the Soviets have certainly made much progress, but there remain many deficiencies and unsound aspects. During the current effort to smash the enemy's large-scale offensive, it is imperative to establish strong and capable Soviets to lead the workers' and peasants' masses to develop the war and smash the enemy's offensive. This requires all comrade electors to actively participate in the reorganization of the Soviets, improving the organization and work of the Soviets.

Finally, regarding the Central Government's guidance and relationship with the work of local Soviet governments nationwide.

At present, because the various Soviet areas across the country have not yet been linked into a single contiguous territory, difficulties in communication and barriers from the White areas add to the Central Government's challenges in guiding the Soviet areas nationwide. Consequently, the Central Government's location only directly encompasses the two provinces of Jiangxi and Fujian, along with Ruijin directly administered county. Others, such as Hunan-Jiangxi and Hunan-Hubei-Jiangxi, though relatively close, are often cut off by transportation difficulties, sometimes making communication impossible. Hubei-Henan-Anhui, Hunan-West Hubei, Northeast Jiangxi, Qiongya in Guangdong, Dongjiang, and Left and Right Rivers in Guangxi are even more remote, making direct communication often impossible. Aside from political leadership, guidance on work is difficult. The Central Government is striving to lead all Soviet areas nationwide to actively expand outward, rapidly seizing the central cities that obstruct communication among the national Soviet areas—Jizhou, Ji'an, Nanchang, Fuzhou—to achieve first victory in Jiangxi and consolidate all Soviet areas across the country into the broadest contiguous territory!

The Central Government constantly leads and supervises the work of Jiangxi, Fujian, and Ruijin, yet still feels this is insufficient and requires greater effort. Comrade electors! Under the leadership of the Chinese Communist Party, the Central Soviet Government's administrative policies and implementation over the past year have primarily aimed at developing the revolutionary war, achieving greater Soviet victories to safeguard the victories already won, and striving for the national liberation of all Chinese workers and peasants.

Therefore, all work is centered on the war. At the same time, the shortcomings and weaknesses in the work are also manifested precisely in that these efforts cannot yet adapt to the development and needs of the revolution—this is entirely inadequate. These shortcomings and weaknesses are all hoped that all comrade electors will carefully examine, fully assist the Soviet government, and quickly overcome them. This is to strengthen the Soviet Union, enabling it to powerfully fulfill its great historical mission.

Comrades!

In the past year, the revolution has developed greatly, and the strength of the revolution has increased tremendously.

Particularly, under the leadership of the Central Government, the Soviet movement has achieved unprecedented expansion nationwide, and the Red Army has won unprecedented victories. Consequently, the counter-revolutionary attacks on the revolution have also greatly intensified; the class struggle has reached a stage of life-and-death combat.

Comrade electors!

Seeing the victorious development of the workers' and peasants' revolution, the counter-revolutionaries are throwing all their strength into suppressing and resisting the revolution. The landlords, gentry, and capitalists are daily attempting to reclaim land, resume collecting rent, reduce wages, and extend working hours, to restore their exploitation of the toiling masses of workers and peasants.

The Kuomintang warlords are attacking the Soviets and the Red Army with all their might because the Soviets are the political power of the worker and peasant class, and the Red Army is the armed force of that class. The Kuomintang warlords, representing imperialism, the gentry, landlords, and capitalists, are attacking the toiling masses of workers and peasants. This is a life-and-death struggle in the class war.

Comrades!

Imperialism and the Kuomintang are the mortal enemies of our class!

Without overthrowing imperialism and the Kuomintang's rule, we cannot safeguard the victory of the land revolution, nor can we achieve complete victory for our class!

Comrades!

Use the means of war to thoroughly smash the imperialist and Kuomintang's fourth encirclement campaign, achieve first victory in Jiangxi, and bury the Kuomintang in its grave!

Drive imperialism out of China!

The Red Army is already actively attacking the enemy at the front, breaking through their lines on one flank, and has occupied the four cities of Lichuan, Jianning, Taining, and Shaowu. Let everyone mobilize in unity!

All male and female comrades among the workers and peasants, join the Red Guards and Young Pioneers, arm yourselves, and go attack the enemy!

Actively expand outward, enlarge the Soviet areas, and strengthen the force of the revolutionary war. Enthusiastically purchase war bonds, promptly pay the land tax, store up grain, and enrich the economy of the war!

Swiftly destroy all city walls and fortifications previously built by the enemy!

Actively carry out counter-revolutionary suppression work and eliminate the activities of all counter-revolutionary factions!

Strengthen Red alertness; do not allow even a single enemy spy to infiltrate the Soviet area.
