Kong Hecong, member of the Central Executive Committee and former commander of the Sixteenth Red Army, served in the Xiang-E-Yu-Gan Soviet area. He repeatedly disobeyed orders from the Central Revolutionary Military Commission, succumbed to panic and wavering in the face of the enemy, led his troops into retreat and flight, and tolerated the infiltration of counterrevolutionary liquidationists into his unit, resulting in severe losses for the Sixteenth Red Army and the masses of the Xiang-E-Yu-Gan region. Despite repeated reprimands and admonishments, he showed no improvement. Last October, he was relieved of his post as commander of the Sixteenth Red Army, but was still deemed worthy of further instruction and assigned to study at the Red Army University under the Central Committee. Instead of improving, however, he regressed from wavering to overt counterrevolution, and in July of this year, while being transferred to reinforce another division, he seized the opportunity to desert and defect to the enemy. Kong Hecong held a long-standing position as a member of the Central Executive Committee and had a distinguished record of struggle. Yet, during the final decisive phase of our valiant Red Army and the broad masses’ five-year struggle against the enemy’s encirclement campaigns, he failed to recognize the prospect of revolutionary victory and committed the most shameful act of betrayal. In addition to expelling him from the Central Executive Committee, we hereby issue a special decree ordering all Red Army units nationwide, local detachments, Soviet governments at all levels, and revolutionary organizations across the country, as well as workers and peasants in both Soviet and non-Soviet areas: should you encounter Kong Hecong, immediately execute him on the spot as a warning to others who waver and betray.
