The resolutions adopted by the First Congress of Soviets of Workers’, Peasants’ and Red Army Deputies of Jiangxi Province—namely, the Resolution on the Work Report of the Soviet Government, the Resolution on the Implementation of the Labor Law, the Resolution on the Land Question, the Resolution on Local Armed Forces, the Resolution on Financial and Economic Affairs in Jiangxi, the Resolution on the Expansion of the Red Army, the Resolution on Cultural and Educational Work, and the Resolution in Support of the Provisional Central Government’s Mobilization for War Against Japan—are found to be in no conflict with the various decrees and resolutions promulgated by the All-China Soviet Congress and the Central Executive Committee, and may therefore be approved. However, the new Executive Committee of the Jiangxi Soviet must ensure that these resolutions are rigorously implemented in practical work so as to achieve their full realization. It is imperative to avoid the past practice whereby governments at all levels treated the congress resolutions as one thing while conducting routine affairs as another, thereby reducing those resolutions to mere objects of historical observation and scholarly study. For this reason, the present government particularly draws the attention of the new Executive Committee of the Jiangxi Soviet to this matter. Ideally, the new Executive Committee should promptly translate the resolutions of the Jiangxi Soviet Congress into concrete work plans and carry them out conscientiously, so that the resolutions of the provincial congress will not remain merely formal documents.
