In order to safeguard the rights of combatants, commanders, and staff members of the Red Army and to maintain its iron discipline, the Executive Committee hereby promulgates the Provisional Regulations on the Organization of Military Courts of the Chinese Soviet Republic. These Regulations are hereby published and shall come into force as of May 15, 1931. Upon receipt of this order, the Central Revolutionary Military Commission shall immediately transmit it to all units of the Red Army at every level and to local armed forces headquarters, directing them to establish military courts in accordance with the provisions of these Regulations for the adjudication of all criminal cases within the Red Army.
