August 1st is the International Day of Anti-Imperialist Struggle and also the anniversary of the Nanchang Uprising in China. It was from the Nanchang Uprising that the Chinese Workers’ and Peasants’ Red Army originated and gradually grew through struggle. This year’s August 1st falls at a time of extreme tension, marked by a new wave of imperialist predatory wars and a campaign against the Soviet Union. Japanese imperialism is launching a large-scale invasion of China, while the Nationalist government openly betrays Manchuria, Rehe, and North China. Simultaneously, the nationwide anti-imperialist and anti-Nationalist movement is experiencing a tremendous upsurge, and the Soviet movement and revolutionary war are achieving unprecedented great victories. Therefore, this year’s August 1st carries profound revolutionary significance.

To commemorate the founding of the Chinese Workers’ and Peasants’ Red Army and to honor and reward its fighters, the Central Executive Committee hereby resolves as follows: (1) Approve the recommendation of the Central Revolutionary Military Commission to designate August 1st each year as the Day of the Chinese Workers’ and Peasants’ Red Army. On this year’s August 1st commemoration, battle flags shall be presented to each regiment of the Red Army, and medals shall be awarded to the comrades who led the Nanchang Uprising, as well as to commanders and fighters of the Red Army who have rendered special meritorious service. (2) Direct the Ministry of Internal Affairs and the People’s Commissariat to formulate certificates of preferential treatment for the families of Red Army soldiers, to be issued to all such families. (3) Under the joint jurisdiction of the District Land Commissions and the District Administrative Commissions, and within the purview of the Township Soviets, establish committees for the management of Red Army public fields, responsible for overseeing production, harvesting, and storage of harvests. Additionally, set up committees for the care and preferential treatment of Red Army families under the joint supervision of the District Land Commissions, the Ministry of Internal Affairs, and the Township Soviets.
