At the General Headquarters on the Yuexi River

(1) The enemy’s overall disposition is outlined in Chiang Kai-shek’s order of August 2; a copy is appended. At Longgang there are four regiments of the enemy’s Fifth Division and two regiments of the Fifty-Fourth Division (which did not engage our forces yesterday), together with approximately two regiments of routed troops from the Forty-Seventh and Fifty-Fourth Divisions that fought us yesterday, making a total of eight enemy regiments still present. The Chiang-Cai unit at Fangtai near Chongxian, the Zhao Huantao unit at Jiangbeidong in Xingguo, and the Sun Jianzhong unit at Qingtang and Gulonggang are all advancing toward our forces, but they will not be able to reach Longgang by tomorrow (the 9th).

(2) Our army has resolved to annihilate the enemy at Longgang with all available strength.

(3) The attack plan for Longgang is as follows:

The Third Army and the Seventh Army will form the left wing, bivouacking tonight at Lanshi and undertaking the assault on the northwestern sector of Longgang. The Third Army will serve as the right wing, bivouacking tonight at Xiaobie and conducting the attack on the northeastern sector of Longgang. The Fourth Army will hold the center, bivouacking tonight at Biaohu and leading the assault on the southern sector of Longgang. The Twelfth Army will be positioned behind the Fourth Army as the general reserve, and should bivouac near Biaohu tonight.

All units will launch a simultaneous general offensive at 4:00 a.m. tomorrow (the 9th), with the objective of concluding the battle before noon.

(4) Following the conclusion of the battle, the respective bivouac areas for each army will be as follows:

The Third Corps and the Seventh Army are to bivouac in the regions of Shanggu, Xiagu, and Quejiaping.

The Third Army is to bivouac at Xiaobie.

The Fourth Army is to bivouac in the areas of Shuixi, Gaoche, Dajiaokeng, Xiache, and Zhongtangpi.

No troops are to be stationed in Longgang Market Town, Biaohu, Zhangjiache, or Fanpu.

(5) During tomorrow morning’s operations, the headquarters will be located at Biaohu. After the fighting concludes and into the night, it will relocate to the Longgang Market Town government office (at the southern end of the market square), then move again to Shilukeng early the next morning.

(6) At 7:00 p.m. tomorrow, all army commanders, political commissars, corps commanders, and corps political commissars are to report to the government office headquarters for a meeting.
