August 1 is the anniversary of the worldwide anti-imperialist war and also the anniversary of the Nanchang Uprising in China. The Chinese Workers' and Peasants' Red Army began with the Nanchang Uprising and gradually grew in the course of struggle. This year's "August 1" comes precisely at a time when the danger of a new imperialist war of plunder and a war against the Soviet Union is extremely intense, when Japanese imperialism is carrying out large-scale aggression against China, when the Chinese Kuomintang is openly selling off the three northeastern provinces, Rehe, and North China, and simultaneously when the nationwide anti-imperialist and anti-Kuomintang movement is surging to great heights and the Soviet movement and revolutionary war are winning unprecedented and magnificent victories. Therefore, this year's "August 1" holds tremendously great significance for the revolutionary struggle. In order to commemorate the founding of the Chinese Workers' and Peasants' Red Army and to reward and give preferential treatment to Red Army soldiers, the Central Executive Committee hereby makes the following resolutions:

(1) Approve the proposal of the Central Revolutionary Military Commission and designate "August 1" of each year as the Commemoration Day of the Chinese Workers' and Peasants' Red Army. On this year's "August 1" commemoration day, award battle flags to all regiments of the Red Army, and at the same time award medals to the responsible comrades who led the Nanchang Uprising and to commanders and fighters of the Red Army who have rendered special meritorious service.

(2) Instruct the People's Commissariat of Internal Affairs to formulate preferential treatment certificates for the families of Red Army soldiers and issue them to the families of all Red Army soldiers for their possession.

(3) Under the district Soviet land departments and the township Soviets, organize Red Army public land management committees to manage the production, harvest, and storage of the produce from Red Army public land. Under the joint jurisdiction of the district Soviet land departments and internal affairs departments, and under the township Soviets, organize committees for giving preferential treatment to the families of Red Army soldiers to manage all matters concerning preferential treatment for the families of Red Army soldiers.
