Directive on Government Personnel Assisting with Spring Ploughing and Growing Their Own Vegetables[1]

(February 25, 1933)

All government personnel (from the central government down to the township governments) must, insofar as it does not impede the routine work of the government, be mobilized to the greatest extent possible to go personally into the fields and help the families of Red Army soldiers living near the government offices, as well as the poor peasant masses who lack labour power, with their ploughing. Governments at all levels must furthermore promptly select vacant land or wasteland adjacent to their offices and open it up as vegetable gardens to grow their own vegetables.
