Instruction on Soliciting Contributions from Rich Peasants to Fund War Expenses[1]

Soliciting contributions from rich peasants to fund war expenses is an emergency measure in wartime. Rich peasants have the obligation to contribute to war expenses and must not refuse government orders. The method of collection is to combine persuasion with a degree of compulsion.
