To the Esteemed Comrades of the Northeast People’s Revolutionary Army and the Anti-Japanese Volunteer Armies:  The First All-China Congress of Soviets of the Chinese Soviet Republic opened in Ruijin this month. The Congress extends to you, its brave anti-Japanese fighters, a warm revolutionary salute! It expresses boundless sympathy for your ongoing national revolutionary war against Japan. Since the Japanese imperialists occupied Manchuria, the Provisional Central Government of the Chinese Soviet Republic has issued a declaration of war against Japan, as well as mobilization orders for combat, and on January ? , 1933, it published a further proclamation stating that, provided three conditions are met—namely, an end to attacks on the Soviet areas and the Red Army; the granting of democratic rights to the people; and the arming of the masses to wage the national revolutionary war—the Soviets and the Red Army would be willing to conclude combat agreements with any armed forces opposing both Japan and the Kuomintang government.

However, the Kuomintang government has consistently pursued a policy of non-resistance in the face of Japanese imperialist occupation of Manchuria, North China, and all other imperialist aggressions against China. It has capitulated to imperialism, suppressed the people’s anti-imperialist movement, carried out massacres and arrests of anti-imperialist activists, disarmed the Anti-Japanese Volunteer Armies, and concentrated all of China’s military forces and resources on launching the Fifth “Encirclement and Suppression” campaign against the Soviet areas and the Red Army. In so doing, it seeks to prevent the Soviets, the Red Army, and you from joining forces to fight Japan and all other imperialists, willingly serving as a mere tool for imperialism to carve up China.

The Congress holds that, in order to secure the independence and freedom of the Chinese nation and ensure the complete victory of the national revolutionary war, it is imperative to overthrow the rule of the Kuomintang government, which betrays national interests and dishonors the Chinese people. On behalf of tens of millions of revolutionary masses in both the Soviet and non-Soviet regions, as well as the Red Army, the Congress welcomes the representatives dispatched to the Congress by the People’s Revolutionary Army and their agreement to engage in joint operations with the Central Soviet Government and the Red Army. Furthermore, the Congress proposes to all Anti-Japanese Volunteer Armies that they enter into combat agreements against Japan and the Kuomintang under the three conditions set forth in the Central Soviet Government’s January ? , 1933 proclamation.

The Congress hopes that you will continue to persevere in the national revolutionary war against Japan, arming ever wider layers of the population; purging and expelling wavering leaders who have surrendered to imperialism; confiscating the property of all traitors to fund the war effort; and expropriating the land and other assets of the landlord class to distribute them to workers and peasants, thereby linking the national revolutionary war with the land revolution. The Congress believes that the Chinese Soviet movement will swiftly shatter the imperialists’ and the Kuomintang’s Fifth “Encirclement and Suppression” campaign, advance into the major cities, achieve even closer coordination with your actions, completely drive Japan and all other imperialists out of China, and establish a free and independent Soviet New China.
