Work Report to All the Electorate

Comrades of the entire electorate!
The Provisional Central Government of the Chinese Soviet Republic has now reached its first anniversary since its establishment. On the occasion of its first anniversary, the Provisional Central Government, in accordance with the stipulations of the First National Congress of Workers’, Peasants’ and Soldiers’ Deputies, presents a brief report to the entire electorate on its work and the implementation of its administration over the past year, and is willing to hear and accept the opinions and proposals of the entire electorate regarding the past work of their own political power—the Soviet political power—and the future administrative policies.
Before reporting on our work, we shall first discuss the political circumstances and their development over the past year, and then report on the administrative policies adopted by the Central Government under these circumstances and the actual situation.

Comrades, the political events and developments of this past year have, in every respect, advanced more sharply than in the previous year. The most important features are:
Due to the rapid development of the world situation, the imperialists’ active efforts to carve up China, and the establishment of the Soviet Central Government, events in China have developed with even greater intensity. Therefore, during this past year:
1. The Soviet political power has continued its victorious expansion, while the Kuomintang political power has decayed and collapsed further. The antagonism between these two political powers has indeed reached a sharper degree;
2. The national economy has reached a state of total collapse. In the White areas under imperialist and Kuomintang rule, immense floods, droughts, pestilence, and armed massacres by Japanese imperialism have occurred, causing unprecedented calamities and sacrifices for countless masses of people;
3. The national revolutionary crisis is growing and sharpening daily. The upsurge of the anti-imperialist movement has developed into the anti-Japanese national revolutionary war. The volunteer armies in the three northeastern provinces now number five hundred thousand. In particular, the Soviet movement, under the correct leadership of the Chinese Communist Party, has achieved unprecedented new expansion over the past year and has become the banner of liberation for the entire Chinese people;
4. The imperialists of various countries, in attacking the Chinese revolution, have moved from secretly assisting the Kuomintang warlords to openly and directly conducting armed suppression. Japan has occupied the three northeastern provinces and attacked Shanghai, and recently has been even more actively attacking Rehe. The various imperialists are actively carving up China, organizing and directing the Kuomintang warlords to attack the Chinese Soviets and the Red Army, while the danger of the imperialists directly attacking the Chinese revolution intensifies daily;
5. The Kuomintang and the warlords have surrendered even more openly to imperialism. In addition to selling out the three northeastern provinces and signing the Shanghai Agreement, which betrayed the national interests, they are continuing to sell out Rehe and the whole of China, fully accepting the directives of imperialism, concentrating all their forces to launch a large-scale fourth “encirclement and suppression” campaign against the Soviets and the Red Army, and are now preparing to throw all their strength into a major offensive against the Central Area.

The political situation over the past year, due to the victorious expansion of the revolution, has seen a great shift in the balance of class forces. That is to say, the revolutionary forces are growing and strengthening daily, while the counter-revolutionary forces are weakening and collapsing daily. The present situation is one in which the counter-revolution and the revolution are increasingly approaching a period of decisive life-and-death struggle, a most important stage in history.

Amidst these political events and developments, the Central Government has exerted its full strength to develop and lead the entire nation’s

masses to develop the revolutionary war, to achieve new victories in the Soviet revolution, and to strive for the liberation of the workers and peasants throughout the country.

At the beginning of this year, the policy of breaking through the enemy’s “encirclement and suppression” to lead the nationwide anti-Japanese and anti-Kuomintang national revolutionary war was established. In mid-February, the Red Army actively attacked Ganzhou and occupied Shanghang, Wuping, and Ninghua, and on April 5th formally declared war against Japan, leading and organizing the masses throughout the country to use the national revolutionary war to drive Japanese imperialism out of China, safeguard the territorial integrity of China, and strive for the genuine independence and liberation of the Chinese nation. At the same time, to achieve this objective, it was first necessary to overthrow the tool of imperialist rule—the Kuomintang political power—and actively expand outward, so as to realize as soon as possible the prerequisite for directly waging war against Japan. Thus, the Red Army was led to occupy Zhangzhou and Nanjing, and to annihilate the warlord army of Zhang Zhen. When the Kuomintang signed the agreement selling out Shanghai, the Soviet Central Government openly declared on behalf of the masses its repudiation of this agreement and called upon the masses throughout the country to arm themselves and carry out the national revolutionary war against imperialism and the Kuomintang.

At this time, the Hubei-Henan-Anhui Red Army, after occupying Huang’an county seat, occupied Huangchuan in southeastern Henan; in western Anhui, it occupied Lu’an and Huoshan; the Hunan-Hubei West Red Army occupied various places in central Hubei. The Soviet areas greatly expanded, and a new Soviet area was established in Shaanxi-Gansu. Because of the victories and expansion of the Soviet Red Army, imperialism and the Kuomintang swiftly concluded the so-called Shanghai Agreement, in order to concentrate the reactionary forces of the whole country and mobilize over eighty divisions of the national warlord armies to attack the Soviets and the Red Army throughout the country, first and foremost launching attacks against Hunan-Hubei West and Hubei-Henan-Anhui. At this time, the Central Government led the masses of the whole country and the Red Army in actively attacking, implementing offensives on all fronts, to smash the fourth “encirclement and suppression” campaign of imperialism and the Kuomintang. Under the leadership of the Central Government, the Soviets and the Red Army throughout the country achieved ten unprecedented victories on the Hubei-Henan-Anhui border, the Hunan-Hubei West forces repelled the Sichuan army, and the Red Armies in northeastern Jiangxi, Hunan-Hubei-Jiangxi, and Hubei-Jiangxi all achieved victories. The Red Army of the Central Area, returning from Zhangzhou, routed the Guangdong warlord army, renowned for its stubbornness, comprising seventeen or eighteen regiments, dealing a severe blow to the Guangdong enemy attacking the Soviet area, causing the Kuomintang to suffer serious setbacks on all fronts. The Red Army nationwide destroyed over ten enemy divisions, routed approximately twenty divisions, captured about fifty thousand rifles, and countless other military supplies—truly an unprecedented great

victory. Later, the Red Army of the Central Area advanced north to occupy Yile, attacked Fuzhou three times, and shook Nanchang. Because of the great victorious expansion of the Red Army on the northern front, the Kuomintang, in a desperate struggle to save itself from destruction, is now throwing all its strength into actively preparing a major offensive against the Central Area, as well as attacking the two flanks of the Central Area—northeastern Jiangxi and Hunan-Hubei-Jiangxi.

Comrades! As a result of the victorious development of the revolution, the counter-revolution, in order to save its dying rule, is concentrating its forces to attack the revolution on an ever-larger scale each time.

Comrades! This is a critical juncture in the armed struggle between revolution and counter-revolution.

The Provisional Central Government is now resolutely leading the masses of the whole country to smash the major offensive of imperialism and the Kuomintang. It has issued an emergency mobilization order to the Soviets and the Red Army throughout the country, mobilizing all the masses in the Soviet areas and all Red Army soldiers to adopt an even more resolute offensive policy: first to crush one flank of the enemy, actively develop the surrounding Soviet areas, win over the broad masses of workers and peasants in the surrounding areas, vigorously expand the Red Army, expand and strengthen the armed organizations of the worker and peasant masses—the Red Guards and the Young Pioneers—prepare sufficient economic resources and food supplies in the existing Soviet areas, mobilize all forces, prepare all economic resources and provisions, and use victorious offensives to destroy more enemies and thoroughly smash the enemy’s major offensive. This is our urgent task at present, and it is what all of us masses should strive and struggle for, for the sake of our own liberation!

Now we shall report on the implementation of all laws and decrees by the Central Government over the past year. The implementation and promulgation of these laws and decrees have all been aimed at practically safeguarding the interests of the people and striving for the victory of the Soviets throughout the country.

(A) Thoroughly implementing the Land Law, inspecting the land already distributed in various places, and strictly supervising and guiding the governments at all levels in its implementation. The Central Government directly dispatched personnel to various places several times to conduct practical inspections, so that the benefits of the agrarian revolution would be entirely enjoyed by the poor peasants, middle peasants, and hired farm laborers, and not be seized by the rich peasants. Indeed, in most places, the land of the gentry and landlords was confiscated, the land of the rich peasants was confiscated and they were given a share of poor land, enabling the poor peasants, middle peasants, and hired farm laborers to obtain practical benefits. However, in some places, because the government organizations were not sound, the Land Law has not yet been swiftly and thoroughly

implemented in its entirety, which is a significant shortcoming.

(B) Regarding the implementation of the Labor Law, it must first be stated that some local governments have shown considerable negligence in executing this decree. The Central Government has resolutely waged considerable struggle against these tendencies. Although an inspection system has been established, the work has not been very practical or thorough. At present, in the cities, parts of the Labor Law have been implemented to a certain extent—the eight-hour working day, labor contracts, etc.—but much remains unimplemented. Particularly in the countryside, the Labor Law has not been concretely implemented. This is detrimental to safeguarding the interests of the workers. We should openly admit that this is a mistake and must be corrected immediately.

(C) The implementation of economic policy has achieved considerable results over the past year. First, commerce has been restored, ensuring the supply of daily necessities for the masses. Despite the enemy blockade, production has been able to continue developing. Conditions for industrial and commercial investment have been promulgated. However, in terms of exporting Soviet-produced goods, the situation is still somewhat inferior compared to imports, mainly due to the enemy blockade and the flight of some capitalists. Nevertheless, in implementing economic policy, the governments at various levels have committed another kind of error, namely, in some places, excessive concessions have been made to capitalists, harming the interests of the worker masses.

Furthermore, a national bank has been established, issuing paper currency and subsidiary coins, laying the foundation for a unified currency and financial regulation. At the same time, provisional lending regulations have been promulgated to facilitate the people’s short-term financial turnover.

Tax regulations have been promulgated, thoroughly abolishing all exorbitant taxes and levies of the Kuomintang warlords, and implementing a unified progressive tax, placing the heavy burden of taxation on rich peasants, capitalists, and the wealthy. Red Army soldiers, workers, hired farm laborers, and coolies are exempted from taxation, and the impoverished masses are exempted or receive tax reductions.

(D) Implementation of the Regulations on Preferential Treatment for Red Army Soldiers. The Central Government has also stipulated concrete measures for implementing the preferential treatment regulations. In the vast majority of places, public fields have been reserved for Red Army soldiers from other localities, and the masses have been led and organized into plowing teams to help the families of Red Army soldiers with farming. The postal service has implemented free postage for letters from Red Army families. Regulations on pensions for Red Army soldiers have been promulgated, and pension committees have been organized. At the same time, to encourage and provide preferential treatment to worker and peasant masses and government functionaries participating in and leading the war, regulations on pensions for Red Guards and government functionaries killed or wounded in war have also been promulgated. However, inspections have revealed that some local governments have not

thoroughly implemented these, especially failing to effectively lead the masses in providing assistance to Red Army families. This is a very serious problem. In some places (such as Changting in Fujian), government personnel, instead of implementing the regulations on preferential treatment for Red Army soldiers, have arbitrarily demanded that the masses provide preferential treatment for themselves. This is entirely an act contrary to the law. The Central Government, in addition to severely punishing those who are negligent and violate the law, calls upon all the masses to oppose selfish individuals and to strictly monitor and supervise the resolute implementation by all local governments.

(E) Establishing the correct line for the elimination of counter-revolutionaries and judicial order. Considerable achievements have been made in this regard over the past year. Past errors of not distinguishing between classes and between principal and secondary offenders have been corrected. Corporal punishment has been absolutely abolished. State Political Security Bureaus at all levels and the work of eliminating counter-revolutionaries have been established. The Central Government has set up the Provisional Supreme Court and adjudication departments at all levels, as well as various principles for handling and executing counter-revolutionary cases. However, in this process, instances of abandoning cases and leniency towards counter-revolutionaries have also been discovered. Although the Central Government later strictly corrected this, such errors still exist to a greater or lesser extent in governments at all levels. Now, as the enemy is launching a major encirclement and suppression campaign, the activities of counter-revolutionaries can seize the opportunity to arise. In particular, as the Kuomintang unites all reactionary elements to attack, the issue of eliminating counter-revolutionaries has become an even more important condition for ensuring our victory. All comrade electors must unite to help the government thoroughly eliminate all factions of counter-revolutionaries—the AB Corps, the Social Democratic Party, the Trotskyite-Chen Duxiu Cancellationist Faction, the Third Party, the Reorganizationists, etc., and their activities—and eliminate all counter-revolutionary organizations and activities using feudal superstitions—such as the Big Sword Society, the One Heart Society, the Red Spear Society, etc.

(F) To safeguard the rights of women, the Central Government first promulgated the Marriage Regulations, thoroughly eradicating the feudal marriage system of the past, implementing freedom of marriage, and safeguarding all rights of women in divorce and marriage. In the implementation of this decree, some individual functionaries have completely violated it. At the same time, many worker and peasant comrades, not understanding that implementing freedom of marriage is to thoroughly eliminate feudal remnants and protect women’s rights, have caused many disputes. To protect women’s rights, the Central Government severely cracks down on government functionaries and other individual responsible persons who violate the Marriage Regulations. However, it is hoped that all the masses must understand that the past practices of husbands beating wives, mercenary marriages, and the maltreatment of child brides are all manifestations of the feudal system. Our revolution can only succeed by thoroughly eliminating feudal forces and overthrowing imperialism. Therefore, everyone must strive to support the implementation of this decree.

To practically carry out the protection of women’s rights, the Central Government has promulgated and organized Women’s Life Improvement Committees at all levels, specifically responsible for this work.

(G) To consolidate and strengthen the main force of the revolutionary war—the Workers’ and Peasants’ Red Army—the political commissar system has been established, regulations on political work have been promulgated, and large-scale Red Army academies have been set up, training a large number of military cadres and raising the military, political, and technical skills of the Red Army. In carrying out the work of expanding the Red Army, governments at all levels in the past did not treat this work as one of their main tasks, did not use political and broad mobilization methods to mobilize the worker and peasant masses to enthusiastically and voluntarily join, but instead adopted coercive and commandist methods. In particular, some local governments mechanically implemented the mobilization regulations, which actually hindered the work of expanding the Red Army. The Central Government is now strictly correcting these errors. At present, expanding the Red Army is the most important basic condition for ensuring complete victory in the war. Especially in order to destroy more of the attacking enemy, it is even more necessary to strive to expand the Red Army.

Comrades! To strive for complete victory in the war, everyone must enthusiastically join the Red Army.

To attract all worker and peasant masses to participate in armed organizations, the Central Government has specially promulgated the organizational principles, training methods, and tasks of the Red Guards. Several hundred thousand armed Red Guards and Young Pioneers have already been established. Only when all the masses are armed and the greatest armed force is created can any enemy be thoroughly eliminated.

(H) Based on economic policy, the financial system and policy have been stipulated, and financial regulations have been formally promulgated. Financial unification has been implemented, strictly eliminating the past phenomenon of each acting on its own in financial matters. The fiscal year has been determined, and the budget and final accounts system has been implemented. This work has achieved results in some counties in the Central Area, but has not yet been implemented in others. In particular, regarding the punishment of corruption and waste, some government organs have not been able to resolutely enforce it. The greatest achievement has been correcting the past financial policy of relying solely on expropriating local tyrants. Tax collection has now been organized, and a financial foundation has been established. This has particularly improved and strengthened the supply to the Red Army, thereby greatly reducing the burden on the Red Army of raising funds, enabling the Red Army to devote its full strength to developing and waging the revolutionary war.

The most important use of finances, during this period of continuous enemy attacks, must of course be applied

to developing the war effort. To replenish the funds for the revolutionary war, the first revolutionary war bond of six hundred thousand yuan was issued. With the support of the broad masses, it was quickly fully subscribed, which indeed provided immense assistance to the development of the war. Recently, to thoroughly smash the enemy’s major offensive, a second bond has been issued. Comrades! Enthusiastically continuing to buy bonds is to actively participate in the work of the war.

(I) Regarding the establishment of the education system: regulations for primary schools have been stipulated, primary schools have been opened in all townships, and the training of primary school teachers is being actively carried out, with the establishment of Lenin Normal Schools. All this has achieved considerable results. However, for adult education and the literacy movement, it has not yet been possible to concentrate great efforts, and it has not yet been universally developed. This is a significant shortcoming.

(J) Regarding the establishment and organization of transportation: regulations for repairing bridges and roads have been promulgated, and governments at all levels have been urged to implement them, achieving considerable results, particularly beneficial for military transport. At the same time, the postal service in the Soviet areas has been unified, and a unified postal system has been established, which is of great convenience for both military and public use.

In addition, to develop the economy of the Soviet areas and uphold the interests of the masses, regulations on cooperatives have been promulgated to assist and lead the cooperative movement in various places. At the same time, this year’s spring plowing campaign was led to increase rural production, and governments at all levels were led to assist with issues such as draft oxen, seeds, and farm tools during the autumn harvest and spring plowing. An annual large-scale tree-planting campaign in spring has been stipulated. To safeguard the health of the masses, epidemic prevention regulations have been issued, and epidemic prevention campaigns have been launched in various places. For the areas devastated by the enemy during the third war last year, the Central Government allocated a portion of funds to relieve the local masses, and at the same time led the Red Army and governments at all levels in relief campaigns such as raising funds and collecting goods.

Comrades! This is the general situation of the administrative measures of the Central Government over the past year. The most important shortcomings are that some work could not be fully implemented, and much work was not thorough. We hope that all comrade electors will offer more criticism and proposals regarding the shortcomings in past administration; and in the future, enthusiastically participate in all government administrative work, and supervise and assist the governments at all levels in fully implementing all political programs, laws, and decrees.

The Central Government has exerted great effort and attention to Soviet construction over the past year. (A) Regulations on the division of administrative regions have been promulgated to facilitate the leadership of the current struggle. (B) The system of urban and rural Soviet representative conferences has been established, laying the lower-level foundation of the Workers’ and Peasants’ Soviets. (C) Based on the principle of the workers’ and peasants’ democratic dictatorship, the principles and methods of Soviet elections have been stipulated, correcting past erroneous election methods that did not distinguish between classes. (D) The organization and work of local Soviets have been stipulated. (E) To establish strong and capable Soviets, the basic principles of Soviet organization and tasks have been stipulated. Soon after the establishment of the Central Government, it was announced that local Soviets at all levels should be re-elected and reorganized from the bottom up. In this election campaign, the worker and peasant masses were further mobilized to participate in Soviet elections, broad masses of workers and peasants were drawn into urban and rural representative conferences and government work at all levels, and class-alien elements and negligent and corrupt elements within the Soviet governments were expelled. However, due to insufficient mobilization by governments at all levels, satisfactory success has not yet been achieved. Recently, it has been further announced that the reorganization of local governments will continue, particularly carrying out re-elections based on leading the war and implementing the political program. (F) The inspection tour system and work inspection system have been established to carry out inspections of local Soviet work, but in practice, they have not yet been well established up to now. (G) To supervise and prevent bureaucratization among government functionaries at all levels, worker and peasant inspection work has been strengthened, complaint bureaus have been set up at all levels, and regular work inspections have been stipulated. However, due to insufficient economic resources, satisfactory practical effectiveness has not yet been achieved. (H) Urban people’s police bureaus have been established to conduct household registration surveys, but only a few cities have carried out this work relatively well; most cities have not yet established this work. (I) The organization of labor reformatories has been promulgated and implemented. (J) The organization and work outlines for various departments have been promulgated, establishing the administrative systems and work of each department. (K) Training classes for Soviet functionaries have been opened to train Soviet cadres. (L) The work of the various departments of the Central Government, because the organization is not yet fully sound, has not been able to carry out the work of each department and the implementation of administrative systems and work at all levels more fully.

Although there has been much progress in the organization and work of the Soviets at present, there are still many shortcomings and unsound aspects. In the current effort to smash the enemy’s major offensive, it is necessary to establish strong and capable Soviets to lead the masses in expanding the struggle and smashing the enemy’s offensive. This requires all comrade electors to actively participate in the reorganization of the Soviets and to perfect the organization and work of the Soviets.

Finally, we address the guidance and relationship of the Central Government towards the work of the various local Soviet governments.

Because the various Soviet areas throughout the country have not yet been linked into a single contiguous territory, and due to transportation difficulties and obstruction by White areas, this increases the difficulties for the Central Government in guiding the work of the Soviets nationwide. Therefore, the Central Government directly administers only the two provinces of Jiangxi and Fujian and the directly-administered county of Ruijin. Other areas, such as Hunan-Jiangxi and Hunan-Hubei-Jiangxi, although close, are often cut off by transportation obstacles, and sometimes communication is impossible. Hubei-Henan-Anhui, Hunan-Hubei West, northeastern Jiangxi, Qiongya and Dongjiang in Guangdong, and Zuojiang-Youjiang in Guangxi are very far away, and direct communication is often impossible. Apart from political leadership, guiding their work is difficult. The Central Government is striving to lead the Soviets throughout the country to actively expand outward, so as to ultimately create a unified and free Chinese Soviet Republic, linking all Soviet areas into one contiguous territory.

The Central Government regularly guides and supervises the work of Jiangxi, Fujian, and Ruijin, but still feels this is insufficient and requires greater effort to further improve their work.

Comrade electors! Under the leadership of the Chinese Communist Party, the administrative policy and implementation of the Soviet Central Government over the past year have mainly focused on expanding the revolutionary war and achieving greater Soviet victories to safeguard the victories already won, in order to ultimately achieve the liberation of the entire Chinese people. Therefore, all work has centered on the revolutionary war. At the same time, the shortcomings and weaknesses in the work are also manifested in the inability to adapt to the development and needs of the revolution. It is hoped that all electors will examine these shortcomings and weaknesses in detail and fully assist the Soviet government in swiftly overcoming them, thereby enabling the Soviet government to powerfully fulfill its great historical task.

Comrades! This past year, the revolution has developed greatly, and the revolutionary forces have grown significantly. In particular, the Soviet movement, under the leadership of the Central Government, has achieved unprecedented development throughout the country, and the Red Army has achieved unprecedented victories. Consequently, the counter-revolution’s attacks on the revolution have also greatly increased, and the class struggle has reached an even more intense stage.

Comrades of the entire electorate! The counter-revolutionaries, seeing the victorious expansion of the Chinese people’s revolution, are throwing all their strength into suppressing and resisting the revolution. The warlords, gentry, and landlords are daily attempting to seize back the land and continue collecting rent. The capitalists are daily thinking of reducing wages and lengthening working hours to restore their exploitation of the broad masses. The Kuomintang warlords are using all their strength to attack the Soviets and the Red Army, because the Soviets are the political power that truly represents the interests of the Chinese people, and the Red Army is the true armed force of the Chinese people. The Kuomintang warlords, however, are the running dogs of imperialism oppressing the Chinese people, parasites sucking the blood and sweat of the Chinese people.

Comrades! Imperialism and the Kuomintang are the mortal enemies of our nation and our class. If we do not overthrow imperialism and do not overthrow the rule of the Kuomintang, we cannot safeguard the freedom we have won, cannot safeguard the victory of the agrarian revolution, and cannot achieve the national liberation and social liberation of the entire Chinese people!

Comrades! Use the means of revolutionary war to thoroughly smash the fourth “encirclement and suppression” campaign of imperialism and the Kuomintang, bury the Kuomintang in its grave, drive imperialism out of China, recover the lost territories in the Northeast, and win the right to complete independence and self-determination for China.

Comrades of the entire electorate! The Central Government has issued an emergency mobilization order for war. The Red Army is already attacking the enemy at the front, has broken through one enemy flank, and has occupied the four cities of Lichuan, Jianning, Taining, and Shaowu. Let everyone mobilize in unison!

Enthusiastically join the Red Army, strengthen the power of the Red Army to destroy the enemy!
All comrades, men and women workers and peasants, join the Red Guards and Young Pioneers, arm yourselves to attack the enemy!
Actively expand outward, enlarge the Soviet areas, and strengthen the revolutionary fighting forces!
Actively attack the enemy, do not allow the enemy to intrude into the Soviet areas to cause disruption!
Enthusiastically buy bonds, promptly pay the land tax, store up grain, and replenish the economic resources for the war.
Swiftly destroy all city walls and fortifications previously built by the enemy!
Actively carry out the work of eliminating counter-revolutionaries, eradicate the activities of all counter-revolutionary factions.
Intensify Red vigilance, do not allow a single enemy spy to infiltrate the Soviet areas.

Comrades! As we commemorate the first anniversary of the establishment of the Central Government, it is precisely a time of intense war. Let us use the victories of war to commemorate our glorious October Revolution Festival and support the Soviet government.

Comrade electors! The present revolutionary situation is favorable to the development of our revolution. Our Soviet areas have expanded! The Workers’ and Peasants’ Red Army has been strengthened! The number of worker and peasant masses has increased! The enemy’s forces have weakened! We have the conditions to strive for even greater victories. We must “give all assistance to the war, cast aside all vacillation, concentrate all forces, prepare for all sacrifices, and of course, this time we shall be victorious.”

1. In the world, the socialist country, the Soviet Union, has grown increasingly prosperous and consolidated, while the capitalist world has declined ever further. The antagonism between these two different systems has reached an even more acute stage.

2. The world revolution is rising daily, and the proletariat of all countries is increasingly coming under the leadership of the Communist Parties. In some imperialist countries, fascist dictatorships have been established, further increasing the contradictions and conflicts between nations and between classes.

3. The danger of imperialist war, especially of a war against the Soviet Union, is extremely intense.
