On the Anniversary of the Central Government

(September 24, 1932)

November 7 of this year marks the first anniversary of the founding of the Provisional Central Government of the Chinese Soviet Republic, and also the fifteenth anniversary of the success of the Soviet Revolution. During this year, the international and Chinese revolutionary situation has undergone the greatest development. The great success of socialist construction in the Soviet Union has further intensified the collapse of the capitalist world and the development of world revolution. The imperialist war against the Soviet Union and the carving up of China have reached an unprecedented level of tension during this year. Since the establishment of a unified national leading organ—the Provisional Central Government—the Chinese Soviet movement has achieved unprecedented victories and expansion throughout the country. Under the leadership of the Central Government, the national Workers’ and Peasants’ Red Army has continued to win unprecedented victories in the revolutionary war, annihilating ten to twenty divisions of the Kuomintang forces, expanding the broadest Soviet areas, and opening up a new phase in the national revolutionary war. The Soviets have become the banner of liberation for the toiling masses of workers and peasants across the country.

At this great commemorative festival, the imperialist Kuomintang, in a desperate attempt to save its dying rule, is concentrating all its forces in the fourth large-scale "encirclement and suppression" campaign against the Soviets and the Workers’ and Peasants’ Red Army. Already, our heroic Red Army has caused its collapse and annihilation on all fronts, inflicting the most severe defeats upon it. The Soviet Central Government calls upon the toiling masses of workers and peasants and the Red Army throughout the country to thoroughly smash the imperialist Kuomintang’s fourth encirclement and suppression campaign through heroic battle, to strive for the first victory in Jiangxi, and to commemorate this great festival by carrying out direct operations against Japan. At the same time, we must strengthen and lead the revolutionary war, and conduct work inspections of all levels of government during this year’s commemorative festival. The Central Executive Committee has decided to carry out the following items during the anniversary commemoration:

All levels of government and all military districts must act in accordance with this directive, and must make practical preparations for the above tasks in the course of actively developing the revolutionary war. This order is hereby issued.

--- Notes

1. Declare January 6, 7, and 8 as days off for all organs, all units, all factories, and shops.

2. Hold a military parade on November 7. All front-line units, except those unable to do so due to wartime conditions, shall hold parades under their respective highest commanding officers. The model battalions of the Red Guards of each county shall assemble at the seat of the county Soviet for a grand inspection. The model battalions of Ruijin, a county directly under the central authorities, shall be inspected by the Central Government.

3. On November 6, each county shall convene a voters’ assembly, at which representatives of the district and township governments shall, on behalf of the Central Government, deliver a work report for the year to the voters. (The report text shall be issued by the Central Government in due course.) On the 8th, the district and township governments shall report on their work to the voters, so that on this day the Soviet voters may inspect the work of the Soviets and receive all opinions of the voters regarding the Soviets.

4. At the end of October, each province and county shall submit a work report to the Central Government, carrying out an inspection of the work of all levels of Soviets during this year, especially the work of leading and organizing the war.
