Resolution of the Central Executive Committee Approving the Various Resolutions of the First Congress of the Jiangxi Provincial Soviet

The Resolutions on the Soviet Work Report, the Resolution on Implementing the Labor Law, the Resolution on the Land Question, the Resolution on Local Armed Forces, the Resolution on Finance and Economy in Jiangxi, the Resolution on Expanding the Red Army, the Resolution on Cultural and Educational Work, and the Resolution on Supporting the Provisional Central Government’s Mobilization for the Declaration of War against Japan, adopted by the First Congress of Workers, Peasants, and Soldiers of the Jiangxi Provincial Soviet, are deemed to contain no contradictions with the various decrees and resolutions promulgated by the All-China Soviet Congress and the Central Executive Committee, and may be approved. However, the new Executive Committee of the Jiangxi Provincial Soviet must earnestly implement these resolutions in practical work, ensuring their full realization. It must vigorously avoid the past malpractice of governments at all levels treating the congress resolutions as one matter and daily work as another, with the result that the resolutions become mere historical artifacts for contemplation and study. Therefore, this Government particularly draws the attention of the new Executive Committee of the Jiangxi Provincial Soviet to this. It would be best for the new Executive Committee of the Jiangxi Provincial Soviet to immediately formulate the resolutions of the Jiangxi Provincial Soviet Congress into a work plan and implement them earnestly, so that the resolutions of the Provincial Soviet Congress do not become dead letters.
