Spring has arrived, and the spring plowing season is imminent. This issue constitutes a major component of the Soviet areas’ national economy; it not only affects the daily needs and living standards of the worker and peasant masses in the Soviet regions but also bears upon the development and consolidation of the economy. For an increase in production serves to fortify and strengthen the Soviet areas and the Red Army, providing the impetus for their outward expansion. At present, imperialism is actively carving up China, while the counter-revolutionary Nationalist government shamelessly betrays the country, consigning countless millions of Chinese people to slaughter under imperialist partition. Simultaneously, a nationwide anti-imperialist and anti-Nationalist movement is gaining momentum, with workers’ general strikes spreading vigorously and mass self-organized volunteer armies emerging across the land. Some White Army soldiers have already risen spontaneously to fight against Japanese imperialism, and the various Soviet areas and the Red Army have achieved new, momentous victories and further advances. These facts fully demonstrate that China’s situation has once again reached its most acute revolutionary juncture. Our primary task is to press forward decisively, coordinating with and leading all revolutionary masses—workers, peasants, and others—across the country in their anti-Japanese, anti-imperialist, and anti-Nationalist struggles, so as to organize a broad popular national revolutionary war aimed at securing China’s national liberation and state independence. Accordingly, developing and elevating production in the Soviet areas and reinforcing their economic foundations for outward expansion assume exceptionally great significance at this juncture.

In launching and intensifying the spring plowing campaign, particular attention must be paid to those regions ravaged by the White Bandit forces last year. Various measures should be employed to assist the masses in overcoming the diverse difficulties they face in carrying out spring plowing. This represents a concrete duty of the Soviet government. The Soviet government must strive to lead the broad working and peasant masses in resolving the manifold challenges of spring plowing, so as to achieve a substantial increase in this year’s grain harvest, thereby improving the people’s livelihoods, bolstering the forces driving outward expansion, and ensuring an ample supply of provisions for the Red Army, thus furthering and supporting the ongoing revolutionary war. The Provisional Central Government Committee has therefore decided on the following measures, which all levels of government are urged to implement promptly, concretely, and thoroughly:
