On November 7 of this year, we mark both the anniversary of the establishment of the Provisional Central Government of the Chinese Soviet Republic and the fifteenth anniversary of the success of the Soviet Revolution. Throughout this year, the revolutionary situation in China and internationally has reached its greatest expansion. The tremendous successes of socialist construction in the Soviet Union have further accelerated the collapse of the capitalist world and the development of the global revolution. Consequently, imperialist efforts to wage war against the Soviet Union and to carve up China have reached an unprecedented level of intensity.

Since the establishment of the unified national leadership body—the Provisional Central Government—the Chinese Soviet movement has achieved unprecedented victories and growth nationwide. Under the leadership of the Central Government, the Workers’ and Peasants’ Red Army has continued to score unparalleled successes in the revolutionary war, annihilating a total of 110 enemy divisions, thereby greatly expanding the Soviet areas and opening up a new phase in the national anti-imperialist revolutionary war. The Soviet system has become the banner of liberation for the working masses of workers and peasants across the country.

At this momentous commemorative occasion, the imperialist Nationalist regime, in a last-ditch effort to save its dying rule, has launched four major “encirclement campaigns” against the Soviets and the Red Army. However, our valiant Red Army has, on all fronts, brought these campaigns to ruin and destruction, inflicting upon them their most crushing defeat. In response, the Central Soviet calls upon the working masses of workers and peasants throughout the country, as well as the Red Army, to shatter the imperialist Nationalists’ fourth encirclement campaign through heroic combat, secure victory in Jiangxi Province, and commemorate this great anniversary by launching direct hostilities against Japan. At the same time, in order to strengthen the leadership of the revolutionary war, government bodies at all levels will conduct work inspections during this year’s commemoration.

The Central Executive Committee has decided, on the occasion of this anniversary, to implement the following measures:

1. All organs, military units, factories, and shops shall be granted leave for three consecutive days—January 6, 7, and 8.

2. A military parade shall be held on November 7. Except where conditions of warfare prevent it, each front-line unit is to hold a parade under the command of its highest-ranking officer. Model battalions of the County Red Guards are to assemble at the seat of the county Soviet for a grand review; the directly administered counties of Ruijin will be reviewed en masse by a central inspection team.

3. On November 6, each county is to convene a general assembly of voters, at which representatives of the district and township governments, acting on behalf of the Central Government, will present a one-year work report to the electorate. (The text of the report will be printed and distributed by the Central Government at that time.) On the 8th, district and township governments will likewise report their work to the voters, enabling the Soviet electorate to examine the performance of the Soviet authorities and to express any opinions or suggestions they may have.

4. By the end of October, all provinces and counties are to submit work reports to the Central Government, so that a thorough review can be conducted of the work carried out by Soviet organs at all levels over the past year, with particular emphasis on their leadership and organization of the war effort. All government bodies and military regions are required to comply strictly and to make concrete preparations for these activities while actively advancing the revolutionary war.
