In order to meet the demands of the I3Z1 Revolutionary War and to strengthen the work of the military departments of local governments at all levels so as to lead the local armed forces in actively participating in the war, the post of Military Minister must be filled by individuals who possess both military expertise and command ability. The People’s Committee has therefore decided to change the previous method of appointing Military Ministers at all levels of local government: henceforth, such appointments will be made directly by the Command Headquarters of each Military Region and the Ruijin Garrison Command. Currently, the Military Ministers of all counties and districts are to be individually assessed and then appointed or reassigned by the Garrison Commands of the respective Military Regions.
