March 27, 1932. In order to achieve fiscal unification, maintain a clear understanding of the financial situation throughout the Soviet areas at all times, and facilitate comprehensive financial planning and coordination, the People’s Commissariat of Finance has decided, effective January 1 of this year, to establish a State Treasury system and implement a centralized budgeting and fund-management regime. All fiscal revenues are to be remitted without exception to the Treasury’s branch offices for central allocation; this constitutes an essential foundation for fiscal unification. All organs at every level, all units of the Red Army, and all local armed forces must thoroughly grasp the vital political and military significance of fiscal unification. Starting January 1, they are to conduct their financial affairs in strict accordance with the Treasury Regulations and Accounting Rules promulgated by the People’s Commissariat of Finance. The following provisions are hereby laid down:

1. All expenditures of every organ and unit must be budgeted within their respective administrative systems and reported to their immediate superiors. No disbursements from the Treasury branches or any temporary borrowing shall be permitted without a check issued by the People’s Commissariat of Finance; violators shall be deemed to have undermined fiscal unity.

2. Local guerrilla detachments, independent regiments, and all other local armed forces are required to become financially self-sufficient; however, any funds raised by such forces shall be turned over to the military authorities for planned distribution.

3. Where certain local armed forces are temporarily unable to meet their own financial needs due to difficulties, they must submit a budget to the Military Region for approval and draw funds accordingly. Under no circumstances may they make independent withdrawals from the Treasury branches.

4. Financial departments at all levels are to provide more systematic guidance and supervision to subordinate organs, intensifying efforts to collect all fiscal revenues and develop new revenue sources. They must not relax their vigilance over revenue collection simply because expenditures can be covered by funds received from higher authorities; those who fail to do so shall be treated as engaging in dereliction of duty.

5. Budgets at all levels are to be prepared and submitted by the prescribed deadlines. All expenditures must be made strictly within the amounts approved by superior authorities for each item. Any deviation exceeding the budgeted amounts without special justification and prior written approval from higher authorities shall be borne by the responsible party.
