(1) Troop Deployment:
After the Fourth Army (lacking one division) concentrates, it should immediately use its full strength to take a shortcut to attack Sha County, quickly disperse to raise funds, and then disperse to Guihua and Yong'an counties, raising 400,000 yuan. The time to transfer from Sha County to Gui and Yong will depend on the enemy situation in Nanfeng. If the enemy retreats, move slower.

The Third Army Corps should first advance with its entire force towards Jiangle, drive out Zhou Zhiqin, occupy Jiangle and Shunchang counties, and raise 600,000 yuan.

The Twelfth Army should disperse in Ninghua, Qingliu, and Tingzhou, raising 150,000 yuan, and send people to Tingzhou to sew quilts, buy Western medicine, and open up transportation in western Fujian. If the enemy retreats from Nanfeng, two divisions of the Third Army should occupy Nanfeng, only advancing to Lita Xu; if the enemy does not retreat, only one division should be left at the border of Xingyu. If Jiang and Cai oppose Jiang, do not force Ganzhou.

(2) Assessment of the Situation and Course of Action:
It is now a fact that Chiang Kai-shek is preparing a third offensive against the revolution. Chiang's compromise with the North naturally means that Zhang Xueliang will temporarily use this opportunity to gain the entire Shandong line, while Feng and Yan are still problematic. Chiang

will naturally be on the defensive against Guangdong, and will strike the Red Army first. However, if the Guangdong army attacks Changsha, and the Red Army attacks Fuzhou, then Chiang will naturally strike Guangdong first. Therefore, we will no longer force Fuzhou for the time being. If the enemy withdraws from Nanfeng, we will only use a small number of troops to enter Nanfeng, and not force Fuzhou with a large force.

Our troops should only be in Chiang Kai-shek's remote border areas, and not in the Guangdong government's areas. This will force Chiang to turn to the defensive against the Red Army and deal with the Guangdong government.

(3) Discipline Issues in Attacking Qifang:

If the enemy does not withdraw from Nanfeng, the Third Army will still attack Qifang according to the original plan, but a cadre meeting must be held to gather the troops and explain the discipline. The masses' Red Guards must never go. After arriving in Qifang, a peace conference should be held and a peace agreement established. The first article should be that the two sides should not fight each other, but work together to fight local tyrants. The second is that the Xingguo Red Guards have the obligation to help the Qifang peasants fight the reactionaries. Cattle should not be returned, because they cannot be returned clearly. People captured by both sides should be returned; those already killed are to be left as they are.

(4) Deployment of the Twelfth Division of the Fourth Army:

One regiment on the Hetian-Kangdu line, one regiment on the Xichengqiao-Shigou Xu line, and one regiment with the headquarters in Jianning. The Twelfth Army should send one company to Lixin to maintain transportation (with Guangchang), and one regiment to Anyuansi.

(5) Fujian-Jiangxi Border Special Zone:

Comrade Zhou Yili is appointed as the secretary, commanding Ting, Lian, Zi, and Rui. Zhou and Li Jingquan are appointed as the secretaries of the Ting and Rui county committees, (omitted).

(6) Nanfeng Issue:

The arrest of Hu Zhusheng in the Nanfeng issue was correct, but the technique was not done well. We did not first find a mass leader, or win over a leader from the AB Group, and then attack that AB Group leader. Nanfeng has no leader. When Hu Zhusheng must be arrested, the armed forces in Nanfeng must first be resolved, secretly detained, and rushed around day and night. During interrogation, everyone should not be allowed to know. It is also not allowed to casually say that certain people are AB Group members. Now we should first find a way to retrieve the armed forces. The political department of the Third Army and the First Division of the Third Army should be in the Nanfeng area, and immediately announce Hu Zhusheng's crimes, distribute land, establish a poor peasant association, find good [unclear], and concentrate the armed forces by various means.
