1. Regarding the enemy situation on this front, in addition to the intelligence previously issued by headquarters to all units, the following information has been obtained today:
   1. The 47th Division, directly under Wang Jinyu’s command, is advancing toward Donggu in three columns. The vanguard of its left column has reached Dayuankeng and has dispatched patrol units to Yuantou for reconnaissance. Its central column has passed through Jiuyiling and reached the line from □□ to Wanshou Palace. Its right column has passed through Guanyinya and reached Shankeng, where it is confronting a part of our Third Army Corps.
   2. Guo Huazong’s brigade from Shuinan has long since advanced to Xiashima and today moved further to the vicinity of Shangfang, showing signs of advancing toward Donggu. Another brigade (regiment) of Guo Huazong’s force had already reached Nanping (50 li from Donggu) from Baisha, but its movements today are unclear. Yet another unit (regiment) of his force advanced from Baisha to Baifu yesterday, seemingly preparing to attack Tantou.
   3. Enemy troops have also arrived between Zhongdong and Qiaotoujiang, likely belonging to the forces of the traitor Gong Bingfan, though their strength is unknown.
   4. The main force of Jiang Guangnai and Cai Tingkai is positioned along the line from Longgangtou to Xingguo City, while their three regiments that advanced to Fangtai remain in their original positions.

2. In order to defeat the enemy in detail, consolidate the Soviet area, and expand outward, our Front Army is determined to first eliminate the enemy advancing on Donggu, then seize the victory to strike Wang Jinyu’s entire force and strive to annihilate it, thereby reversing the offensive-defensive situation between us and the enemy and fulfilling the current mission of our army.

3. Based on the operations of our Front Army, the following tasks are assigned to each unit:
First scenario: If the enemy, with Wang Jinyu’s 47th Division as the backbone, supported by a part of Guo Huazong’s force and Gong Bingfan’s troops, launches a simultaneous five-pronged attack on our forces at dawn tomorrow (the 14th), our Front Army should first eliminate the enemy on our right flank (geographically demarcated by the river from Donggu to Futian, where the enemy consists of one or two brigades of Guo Huazong and one brigade of Wang Jinyu’s force that has reached Dayuankeng). Then, we should use our full strength to deal with the enemy advancing from Shentanqian, Sancai, and Qiaotoujiang (four regiments of Wang Jinyu and four regiments of Gong Bingfan).
Accordingly, our 11th Army should urgently occupy the line from Dashannao, Gaoling, Niaojia Rock, and Fengkeng as the front. Our 4th Army and a part of the 11th Army should move from Dashannao through Zhukeng to outflank and attack the enemy’s rear. The entire 3rd Army (including the 35th Army) should move from Donggu through Jiangkou to strike the enemy advancing toward Dayuankeng. On our left flank, a part of the 3rd Army should occupy positions to contain the enemy from Futian and Chongxian, while the main force remains near Donggu as the general reserve. The General Headquarters’ command post will be at Wodouling.
Second scenario: If the enemy does not advance toward Donggu but instead moves to the line of Sancai, Shentanqian, and Shangfang, then the battle will take place the day after tomorrow. In that case, our forces should concentrate on the left flank to strike the enemy advancing toward Dongkou and Futian, while the 4th Army and the 11th Army should not advance from the right flank. The 3rd Army Corps, except for a part of the 9th Division, should engage the enemy advancing from Guanyinya and Lianglu, while the 3rd Army undertakes the frontal assault.
Which of these two operational plans to adopt will be determined based on changes in the enemy situation and will be ordered accordingly.

4. The 7th Division should position itself near Fengbian and Chengwandai. The 103rd Regiment of the 35th Division should be stationed near Chongxian to do its utmost to block the advance of Jiang Guangnai and Cai Tingkai. The 104th Regiment of our 35th Division should be positioned near Tantou to contain the enemy from Baisha and Baifu.

5. In accordance with the above deployment, each unit must make thorough arrangements for concealment from enemy aircraft, communication setups, grain procurement, reconnaissance dispatch, and rear-area liaison.

Political Commissar: Mao Zedong
