Agrarian Program

(1930)

1. Overthrow the regime of the gentry, landlords, and bureaucrats, disarm the counterrevolutionary forces, arm the workers and peasants, and establish a regime of peasant representative assemblies in the villages.

2. Immediately confiscate, without compensation, the property and land of the gentry and landlord class, to be disposed of by the peasant representative assemblies (Soviets) and distributed for use to the peasants who have no land or insufficient land.

3. The landed property of ancestral halls, temples, and churches, as well as other public property, official wastelands, or unowned wastelands and sandy lands, shall all be turned over to the peasant representative assemblies (Soviets) for distribution and use by the peasants.

4. A portion of the state-owned land throughout the province or region shall be used by the Soviet government for the settlement and cultivation of immigrants, and shall be distributed to soldiers of the worker-peasant army for their economic use.

5. Declare all usurious loan contracts null and void.

6. Burn all title deeds of the gentry government and other contracts exploiting the peasants (written and oral alike, all included).

7. Abolish all taxes and levies imposed by warlords and local yamen, abolish the tax-farming system, abolish likin, and establish a single progressive tax on the agricultural economy.

8. The state shall assist the agricultural economy.

(1) Undertake land engineering works.
(2) Improve and expand water conservancy.
(3) Guard against natural calamities.
(4) The state shall handle the undertaking of immigrant settlement.
(5) The state shall handle the provision of low-interest loans through agricultural banks, credit cooperatives, and the like.
(6) Unify the currency system, unify weights and measures.
(7) All forests and waterways shall be placed under the management of the Soviet government.
