To all local Party branches via the Central Committee of the Communist Party of China, to all local Red trade unions via the All-China Federation of Trade Unions, to revolutionary mutual aid societies and revolutionary student unions in all provinces, to all Soviet governments, and to the Red Armies in all military districts. To be forwarded by Shanghai Daily, Hong Kong Daily, Shanghai Red Flag, Western Fujian Red Journal, and all local Red newspapers to the toiling masses of workers, peasants, and soldiers across the nation:

Since 1927, when the Kuomintang betrayed the revolution and surrendered to imperialism, all factions of the Kuomintang have become the faithful running dogs of imperialism. As a result, imperialist forces in China have grown day by day, and the onslaught of capital has become extremely fierce, plunging China ever deeper into the calamity of colonization. Industry has declined, markets have withered, and the countryside has gone bankrupt, creating an immense economic crisis in China. In particular, the contradictions and conflicts among the imperialists and the Kuomintang warlords have grown increasingly acute, leading to brutal and protracted warlord wars that continue to expand. All this proves that the reactionary rule is heading toward collapse. On the other hand, the revolutionary forces are developing in a balanced manner: workers' struggles are intensifying, the agrarian revolution among peasants is deepening, the Red Army and Soviet areas are expanding rapidly, soldiers are increasingly turning toward revolution, and the urban poor and petty bourgeoisie are leaning ever more to the left. The objective conditions for a nationwide revolutionary victory are fully ripe, and the revolutionary high tide has arrived before us. Under these political circumstances, the immediate task of the revolutionary masses is to concentrate all revolutionary forces, fundamentally overthrow the reactionary political regime, seize state power across the country, and win a nationwide revolutionary victory.

In order to carry out the resolutions of the First National Congress of the Soviet Areas and fulfill the revolutionary tasks, this Committee is leading the First Army Corps of the Red Army in an advance on Nanchang, to join forces with the Second and Third Army Corps of the Red Army at Wuhan, so as to achieve first victory in several provinces—Hunan, Hubei, and Jiangxi—and thereby propel the national revolutionary high tide. We call upon the masses of workers, peasants, soldiers, and the poor to rise up together: workers, launch political strikes; peasants, carry out local insurrections; soldiers of the White Army, stage mutinies and turn the warlord wars into a revolutionary class war. We firmly believe that only the vast strength of the revolutionary masses can fundamentally overthrow all reactionary warlord forces. We firmly believe that only by fundamentally overthrowing the reactionary Kuomintang rule can China be unified and the toiling masses of workers, peasants, and soldiers achieve liberation. For their own liberation and for the sake of a nationwide revolutionary victory, the toiling masses of workers, peasants, and soldiers must resolutely and courageously stand on the same battlefront as the Red Army, and wage a final decisive struggle against all reactionary forces—the Kuomintang warlords and the imperialists. We must further believe that the victory of the Chinese revolution will surely ignite a worldwide revolution. The victory of the Chinese revolution means not only the destruction of China's reactionary rule and the Kuomintang warlords, but also the eve of the collapse of imperialism. This decisive battle of ours is the battle to liberate China from under the iron heel of the imperialists and warlords. The gunpowder of revolution has already ignited, the dawn of revolution is soon to arrive, and our red flag will fly across the entire world. Toiling masses of workers, peasants, and soldiers, rise up together and shatter to pieces the chains imposed upon us by the imperialists, the Kuomintang, and the warlords!
