Outline of Propaganda Work, 26 April 1930  Article 1: Each propagandist shall be equipped with materials for writing slogans using white (or black) paint. According to the directives issued by this headquarters, slogans of various types are to be written at any time and in any place on walls or other suitable surfaces along major thoroughfares where they can easily be seen by passersby.  Article 2: In addition to writing slogans directly on walls as prescribed by this headquarters, those with longer texts should be prepared on colored paper and posted in conspicuous locations along main streets.  Article 3: Upon arrival in each city, the principal slogan specified by this headquarters must immediately be displayed in red cloth, hung across the center of the street.  Article 4: Within each propaganda team, a dedicated person shall constantly carry all propaganda materials and supplementary supplies, posting them in visible spots along major thoroughfares.  Article 5: Every propagandist, whether on the march or stationed, must always have propaganda materials with them and distribute them systematically whenever encountering the masses.  Article 6: In White Areas, when the masses, influenced by reactionary propaganda, tend to avoid contact, propagandists should carefully arrange the placement of propaganda materials so that they remain within sight. For example, various propaganda items may be affixed along main roads, as well as inside schools, factories, shops, and barracks.  Article 7: Within the propaganda teams, several skilled orators shall be selected to conduct oral propaganda, carrying propaganda banners at all times. These individuals will serve as tools to attract and gather the masses, engage them in discussions about the propaganda content, and identify those most receptive to further one-on-one conversations. When few people are present, direct individual talks should be held.  Article 8: Among the propaganda personnel, select those with artistic talent and eloquence to undertake disguised propaganda activities. They are to work in areas with large gatherings of people during days of rest lasting more than one day, striving to convene mass meetings.  Article 9: Before commencing work, every propagandist must pay close attention to local social conditions and report daily findings to the Survey and Statistics Section for compilation into overall statistics.  Article 10: Each propagandist is required to continuously monitor the situation concerning local tyrants and all counter-revolutionary elements, promptly reporting such information to the Security Department for appropriate action.  Article 11: During campaigns against local tyrants, designated propagandists shall accompany the Security Department to carry out propaganda efforts and assist in their operations (such as confiscating grain to distribute among poor peasants).  Article 12: When holding mass meetings, it is the responsibility of the propagandists to set up the venue, gather the crowd, and maintain order. Prior to and after the meeting, they should actively engage with the masses to disseminate information.  Article 13: In cases of military setbacks or when forces are compelled to retreat due to strategic reasons under enemy attack, all propagandists are to write slogans directed at enemy soldiers and distribute relevant propaganda materials extensively.  Article 14: During combat, each propagandist must assist in carrying wounded officers and men, and recruit local civilians near the battlefield to help transport the injured to medical units for treatment.  Article 15: After each battle concludes, every propagandist should make every effort to approach enemy soldiers, converse with them, and conduct individual propaganda sessions.  Article 16: Following the end of hostilities, assistance should be provided to local residents in burying fallen enemy soldiers.  Article 17: All propagandists must at all times uphold military discipline.  Article 18: At the conclusion of each day’s work, every propagandist must report their activities to the team leader, who will then compile a written summary and submit it to the section chief for review.
