The enemy’s Sixth Route Army, consisting of the Ma and Xu divisions, has withdrawn to the vicinity of Nanfeng City. The remnants of the Tan Daoyuan and Lu Xiaochun divisions, formerly stationed in Fuzhou, are preparing to move within the next day or so, presumably toward Le’an. The Cai and Dai divisions of the Nineteenth Route Army are shifting to positions along the line running through Xingguo, Duanwo, and Jiangkou, while the Luo Lin division is advancing toward Yongfeng; meanwhile, Zhu Yaohua’s brigade has fallen back to Jishui. Taken together, these enemy forces have formed an arc extending from Nanfeng through Le’an, Yongfeng, Jishui, Ji’an, Taihe, and Xingguo, currently confronting our defensive lines.

Most of Hu Zuyu’s brigade remains stationary at Yiyang, whereas Zhao’s regiment is being transferred from Nanxun to garrison Fuzhou. Sun’s brigade under General Han is located in Xiajiang County, and Liu’s brigade is deployed around Nanxun and Gao’an. One brigade under Wang Jinyu arrived in Pingxiang on the 11th. On the 10th, ten brigades of Liu Nihe and Deng Bu’s units reached Jiangle and Taining; another brigade followed on the 11th, reaching Shunchang. Zhang Zimin’s forces have already reached Jianning.

The Second Front Army has decided to continue active fundraising and ensure adequate supplies throughout today, so as to destroy the enemy according to the original plan. With regard to the Third Corps: apart from detaching one division to Dongshao to assist local mass work, the main body should immediately advance to put pressure on the enemy at Nanfeng, thereby covering the fundraising operations of the Fourth and Eleventh Armies. Should the enemy retreat, detachments are to occupy Nanfeng to expand the fundraising area. Furthermore, close liaison must be established with our Fourth Army operating around Guangchang and Huangpi, and a total of 30,000 yuan in silver dollars is to be raised by the 31st of this month.

As for the Fourth and Eleventh Armies, they are to disperse as widely as possible within their current areas to carry out fundraising. By the 31st, they are to collect a total of 100,000 yuan in silver dollars (in addition to the originally assigned 60,000 yuan, an extra 40,000 yuan is required). During the fundraising period, regular contact must be maintained.

Regarding the Third Army: the team previously dispatched to Liangcun continues its work there; any important developments are to be reported promptly to headquarters. The Eighth Division of the Third Army is to advance to the vicinity of Shimǎ, conducting operations in Beinan’keng, Zhongcun, and Xingtian, while maintaining contact with the Le’an Independent Battalion. It is also to undertake thorough reconnaissance of enemy positions in both Le’an and Yongfeng. A sum of 10,000 yuan in silver dollars is to be raised by the 31st, and any significant findings are to be reported without delay. The remaining units of the Third Army are to remain in their present locations and intensify training.

The Thirty-fifth Division is to energetically cooperate with the masses in harassing and intimidating the enemy at Xingguo. All Red Guard units throughout the various regions are to launch attacks into White areas whenever possible, creating an overall offensive momentum.

The Headquarters of the General Command and the Revolutionary Committee accompanying the army remain at Xiaobu.

Postscript: Following any troop movements, detailed reports must be submitted to headquarters specifying the timing of the movement and the final disposition of each unit. Each unit is required to submit at least one report to headquarters daily. While fundraising remains the primary objective during this period, attention must still be paid to routine training.
