June 1, 1927. Quotas (see the enrollment plan for each province). The number of students admitted shall not exceed the prescribed limit. Student allocation will prioritize regions that are transportation hubs, political centers, or where peasant movements are most needed; the total quota for each province will be distributed among its counties by the county Party committees, which will select and forward candidates to the provincial Party committee in accordance with these regulations.

11. Eligibility: Students shall be recommended by the various counties, with preference given to those from rural areas. Candidates who do not meet the following requirements will not be admitted upon arrival and shall be responsible for their own return travel expenses.  A. Firmly committed to revolutionary ideology and free from reactionary views. B. Have graduated from or be currently enrolled in a secondary school; alternatively, graduates of higher primary schools with sound general knowledge, or elementary school teachers. C. Must submit a written statement of intent to the Party committee, pledging to abide by the institute’s discipline, undergo rigorous training, and, upon graduation, return to their home province to engage in peasant movement work without any ulterior motives. D. In good physical health, robust and able to endure hard labor, with no history of pulmonary disease, hemorrhoids, neurasthenia, venereal diseases, or other chronic ailments, and capable of performing strenuous military drills and long-distance marches in the countryside. (The provincial and county Party committees shall be responsible for conducting individual, thorough medical examinations.) E. Aged between eighteen and thirty-five years. F. Male only.

III. Examination: Candidates will be examined by the county Party committees and forwarded to the provincial Party committee, which will conduct a re-examination to determine admission. The examination consists of a written test and an oral interview. The written test will cover Chinese language, geography, and a general knowledge quiz on history. (Candidates found unqualified during the provincial review will be immediately sent back.)

IV. Benefits: Round-trip travel expenses will be provided by the institute at a rate of □□ yuan per person; no tuition fees will be charged. Uniforms will also be supplied by the institute—two sets of plain uniforms. Upon graduation, students will be assigned to rural areas to carry out peasant movement work.

V. Duration of Study: Classes will commence on September 1.

VI. Admission Period: The period for reporting to the institute is from August 17 to August 31. Applications received outside this window will not be accepted.

Attached is a list of items that students must bring themselves: 1. Washbasin, hand towel, mouthwash cup, toothbrush. 2. Short trousers, short padded jacket, cotton trousers, and a set of undergarments for changing. 3. Shoes and socks, including leather shoes. 4. A complete bedding set consisting of quilt and mattress. 5. A small box with a lid. 6. Writing implements. 7. Items for laundry and shaving. All of the above items must be brought in full; the institute will provide none of them if they are missing.
