Herewith we inform you that, pursuant to a decision of the Central Party Headquarters, recruitment for the 11th class is to be continued. The Provincial Party Committee is authorized to recommend □□□ students. We are therefore submitting the Regulations for the Examination and Dispatch of Students for your information and action.

It must be specially noted that, in previous rounds of student recruitment and dispatch from various provinces, there have been instances where the Regulations were not strictly followed, resulting in serious impediments and irregularities. For example, some students’ physical conditions were not thoroughly examined; upon entering the institute, pre-existing ailments flared up, rendering them unable to attend classes, thus wasting both their time and resources. Others lacked genuine commitment to the agrarian movement and could not endure the rigorous military training, ultimately being sent elsewhere. Moreover, many arrived without properly organized clothing and bedding, immediately creating difficulties in providing for them. These problems all stemmed from insufficient care and inadequate communication, which placed both those responsible for administration and those who made the recommendations at a disadvantage.

In this current round of student recruitment and dispatch, it is imperative that every effort be made to ensure that each candidate selected will indeed be trainable and capable of fulfilling a useful role. We hereby convey this message for your consideration and request a prompt reply. Thank you.
