Letter to the Hunan Provincial Committee of the Communist Party of China[1]

(December 18, 1927)

For troop movements, a Front Committee shall be formed consisting of Zhu De, Chen Yi, Zhang Ziqing, Wan Xixian, Yu Benmin, Yuan Wencai, and Mao Zedong—seven persons in total. Request approval. If the troops are to be garrisoned, then a Hunan-Jiangxi Special Committee should be organized to direct military affairs and Party affairs and rural insurrections in the eight border counties. Its personnel shall include, in addition to the above seven, Liu Zhen from Jiangxi. Request that this be reported to the Central Committee for approval. Also, Zhu Yunqing should join the Front Committee and the Special Committee.

[1] On December 18, 1927, Mao Zedong wrote to the Hunan Provincial Committee of the Communist Party of China, proposing a reorganization of the Front Enemy Committee and expressing the intention of establishing joint leadership between the Zhu and Mao forces. This is the main content of that letter.
