Regulations for Selecting and Sending Students*
(June 1927)

1. Quotas (see the enrollment plan for provincial quotas) must not exceed the stipulated numbers. In allocating students, emphasis should be placed on communication lines, political centers, and regions where the peasant movement is needed; the total provincial quota shall be distributed among the various counties. The county party headquarters shall examine and send students to the provincial party headquarters in accordance with these regulations.

2. Eligibility It is best that the students are examined and sent from the various counties and come from the countryside. Those whose qualifications do not conform to the following will absolutely not be admitted upon arrival, and the Institute will bear no responsibility for sending them back.

A. Ideology: Revolutionary viewpoint is firm and definite, with no reactionary ideas.

B. Educational level: Graduates or attendees of secondary schools; graduates of higher primary schools with comparatively good general knowledge; primary school teachers.

C. Determination: Have submitted a statement of willingness to the Party headquarters, are determined after entering the Institute to obey its discipline, accept rigorous training, and return to the villages of their home province after graduation to carry out peasant movement work, with no other aspirations.

D. Physical condition: Strong and able to endure hardship, definitely free from pulmonary tuberculosis, hemorrhoids, neurasthenia, venereal diseases, and other chronic ailments. Must be able to undergo strict military drill at the Institute and walk long distances in the countryside. (Provincial and county party headquarters are responsible for conducting individual, strict examinations.)

E. Age: Between 18 and 35 years of age.

F. Sex: All male students. To check.

3. Examination Students shall be examined and sent by the county party headquarters to the provincial party headquarters, which shall conduct a re-examination to decide on acceptance or rejection. The examination consists of written and oral tests. Written test subjects: Chinese language, □□, general knowledge of history test. (If the Institute’s □□ re-check finds a student unqualified, that student shall be immediately dismissed and sent back.)

4. Treatment Travel expenses to and from the Institute will be provided by the Institute, □□ yuan per person. No tuition fees. Uniforms will be provided by the Institute: two sets of single-layer uniforms. After graduation, students will be assigned to the countryside to undertake peasant movement work.

5. Study Period The term opens on September 1st.

6. Date of Arrival The arrival period is from August 27th to August 31st. Those arriving late or early will not be accepted.

Attached: List of articles students must bring themselves:

1. Washbasin, towel, mouth-rinsing mug, toothbrush.
2. Short lined trousers, short padded coat, padded trousers, underclothes for changing and washing.
3. Shoes and socks, leather shoes.
4. Complete set of padded bedding.
5. Small suitcase □.
6. Pen and ink.
7. Pocket money for laundry and haircuts.
All the above-listed articles must be brought along complete. If anything is lacking, the Institute will absolutely not supply it.

June 18, 1927. The students of the Peasant Movement Training Institute graduated. The majority were appointed as special commissioners for the peasantry, or returned to the countryside to engage in peasant movement.
