Enrollment Plan of the Central Peasant Movement Training Institute

1. The total enrollment quota is 600 students. The allocation of the second-term quota shall emphasize the northern provinces, with particular focus on recruiting more students from the three provinces of Zhili, Shandong, and Henan. As peasant movement personnel in Hunan, Hubei, and Jiangxi are already adequately prepared, enrollment there is temporarily suspended. Other provinces shall be allocated quotas as appropriate.

2. The opening date is set for September 1. As the first term cannot conclude until the end of June, a brief period of rest and reorganization is required thereafter, and recruiting students from the northern provinces also necessitates considerable time. Hence, the term can only commence on September 1.

3. Regarding enrollment procedures, students shall still be selected and sent by provincial party headquarters based on the first-term enrollment regulations, with the provincial headquarters bearing responsibility for examination and dispatch.

4. The curriculum and training shall be conducted according to the methods established during the first term.

5. The study period remains set at four months, with graduation at the end of December this year.

6. The number of classes remains four. Based on the experience of the first term, excessively large class sizes proved extremely inconvenient for management and training. Therefore, the number of students in the second term should be appropriately reduced. While first-term classes ranged from over 200 to 250 students, second-term classes should be reduced to 150 students. Thus, the 600 students will still be organized into four classes.

7. Regarding funding, both expenditures and revenues for the second term differ from the first term. Specifically, the first term had 40,000 yuan borne by the party headquarters of Hunan, Hubei, and Jiangxi provinces, whereas the second term's funding must be entirely borne by the central authorities, as the northern provinces are not yet capable of sharing the burden. Furthermore, first-term students received no travel expenses to come to the institute, and the outlay for return travel expenses was comparatively modest. For the second term, however, travel expenses must be provided both for coming to and returning from the institute, resulting in a substantial expenditure for travel costs. The total round-trip travel expenses amount to 30,000 yuan, as budgeted in the table below:

Regular operating expenses total 66,000 yuan.

The above two items together require a total of 96,000 yuan. It is proposed that, starting from July, the institute continue to draw 14,000 yuan per month from the central authorities as in the first term, thereby keeping the central authorities' monthly expenditure budget unchanged.
