April 9, 1927 To the Central Party Headquarters in Wuhan, the National Government, the All-China Federation of Trade Unions, the provincial party committees, the provincial governments, the provincial peasant associations, the provincial trade union federations, the provincial chambers of commerce and industrial associations, the provincial student unions, the provincial teachers’ and staff unions, the soldiers of the National Revolutionary Army, and all newspapers: The national peasant movement is advancing with breathtaking speed. To date, peasant associations have been formally established in five provinces, while preparatory offices for provincial peasant associations have been set up in more than ten others. There are now over ten million organized peasants nationwide, making it imperative to create a central national organization to unify the entire peasant front.  On March 30, representatives of peasant associations from Guangdong, Hunan, Hubei, Jiangxi, and other provinces, together with delegates from the armed peasant self-defense forces of Henan, convened a joint meeting in Wuchang. They elected thirteen individuals—Deng Yanda, Mao Zedong, Tan Yanqiu, Tan Pingshan, Xu Qian, Sun Ke, Tang Shengzhi, Zhang Fakui, Peng Pai, Yi Lirong, Lu Chen, Xiao Ruhu, and Fang Zhimin—as provisional executive committee members. These comrades proceeded to form the Provisional Executive Committee of the All-China Peasant Association, assumed their duties, and appointed Deng Yanda as Minister of Propaganda, Mao Zedong as Minister of Organization, and Peng Pai as Secretary-General.

The suffering of our peasantry stems entirely from the aggression of international imperialism and the oppression of the domestic feudal classes. The liberation of the peasants is, in essence, the success of the National Revolution. Consequently, as the forces of the National Revolution advance, the peasants too are organizing themselves. We firmly believe that this is an unshakable truth. We hereby pledge ourselves to stand on the side of the revolution, to lead the peasantry throughout the country, and to strive unremittingly until the National Revolution is fully accomplished. We shall wage the final struggle against all imperialists and the feudal classes. This telegram is submitted for your kind consideration and guidance.
