(1) Confiscate all land to be owned by the Soviet government, to be distributed by the following three methods: (1) Distribute to peasants for individual cultivation; (2) Distribute to peasants for collective cultivation; (3) Organize model farms for cultivation by the Soviet government. Of the above three methods, the first shall be the main one. In special circumstances, or when the Soviet government has the capacity, the second and third methods may be used concurrently.

(2) All land, after being confiscated and distributed by the Soviet government, is prohibited from being bought or sold.

(3) After the distribution of land, with the exception of the old, young, sick, and those without the ability to cultivate, as well as those performing public service, all other persons must be compelled to labor.

(4) Standards for the quantity of land distribution: (1) Based on population, with equal distribution among men, women, old, and young. (2) Based on labor power, with those able to labor receiving double the land of those unable to labor. Of the above two standards, the first shall be the main one. In places with special circumstances, the second standard may be applied. Reasons for adopting the first standard: (A) Before facilities for caring for the old and raising the young are complete, if the old and young are allotted too little land, they will surely be unable to sustain their livelihood. (B) Distributing land based on population is comparatively simple and convenient. (C) Households without old or young are very few. At the same time, although the old and young lack the ability to cultivate, after they receive land, the government may also assign them appropriate public service, such as serving in communications.

(5) Standards for the region of land distribution: (1) Distribution with the township as the unit. (2) Distribution with several townships as the unit (such as the Xiaojiang District in Yongxin). (3) Distribution with the district as the unit (such as the Huangshai District in Suichuan). Of the above three standards, the first shall be the main one. In special circumstances, the second and third standards may be applied.

(6) Method for distributing mountain forests: (1) Tea mountains and firewood mountains shall be distributed for cultivation and use with the township as the unit and according to the method for distributing fields, on an equal basis. (2) Bamboo and timber mountains shall be owned by the Soviet government. However, peasants may, with the permission of the Soviet, enjoy the use of bamboo and timber. For fifty stalks of bamboo or fewer, permission must be obtained from the township Soviet government. For one hundred stalks or fewer, permission must be obtained from the district Soviet. For over one hundred stalks, permission must be obtained from the county Soviet government. (3) All bamboo and timber shall be sold by the county Soviet government, and the money obtained shall be controlled by the higher-level Soviet government.

(7) The collection of the land tax: (1) The land tax is divided into three types according to production conditions: (i) fifteen percent; (ii) ten percent; (iii) five percent. Of the above three methods, the first shall be the main one. In special circumstances, with the approval of the higher-level Soviet, the second and third methods may be applied respectively. (2) In case of natural disaster or other special circumstances, a report may be submitted to the higher-level Soviet government for approval to be exempt from the land tax. (3) The land tax shall be collected by the county Soviet government and handed over to the higher-level Soviet government for its control.

(8) Village handicraft workers, if they themselves are willing to be allotted land, may be allotted half the amount of land received by each peasant.

(9) Officers and soldiers of the Red Army and the Red Guards, and people serving in the government and all other public organs, shall all be allotted land, in the same amount as that received by peasants, with the Soviet government hiring people to cultivate it on their behalf.
