Chapter I General Provisions Article 1 This Institute was jointly established by the Party Organizations of Hunan, Hubei, and Jiangxi Provinces, and has been submitted to the Central Committee of the Nationalist Party for examination and filing.
It is hereby named the Hunan–Hubei–Jiangxi Peasant Movement Training Institute.
Article 2 The purpose of this Institute is to train practical workers in the peasant movement who have a thorough understanding of the Party’s principles.
Article 3 Students shall be selected and sent by the Party Organizations of the three provinces: one hundred and fifty from each of Hunan and Jiangxi, and one hundred from Hubei.
Additional places may be allocated to other provinces as needed, in light of the development of the peasant movement.
Article 4 The operating expenses of the Institute shall be borne by the Party Organizations of Hunan, Hubei, and Jiangxi in proportion to the number of students enrolled, with supplementary subsidies to be provided by the Central Committee of the Nationalist Party.
Article 5 The Institute shall be located in Wuchang.

Chapter II System of Study Article 6 For the time being, the classes will be organized into three sections; further division or consolidation may be undertaken when necessary.
Article 7 The curriculum is set forth below.

Military Training (Instruction in Drill). Article 8 The period of study shall be four months.

Chapter III Administrative Organization Article 9 A Committee of the Hunan–Hubei–Jiangxi Peasant Movement Training Institute shall be established to manage all affairs of the Institute.
The Committee shall consist of several members appointed by the Party Organizations of the three provinces, one member appointed by the Central Peasant Department, and additional members designated by the Central Committee of the Nationalist Party.
The Committee shall elect a Chairperson to handle its routine matters and to represent the Institute externally.
Article 10 The Institute shall have an Academic Affairs Office, a Training Office, and a General Affairs Office, each headed by a Director who shall be responsible for the respective functions of that office.
Directors shall be appointed by the Committee, and each office may, according to circumstances, employ a number of clerical staff.
Article 11 Each office shall establish a committee to assist its Director in carrying out the office’s tasks.
The composition of these committees is as follows: 1. The Academic Affairs Committee, composed of the Director of the Academic Affairs Office and several instructors; 2. The Training Committee, composed of the Director of the Training Office and several training officers; 3. The General Affairs Committee, composed of the Director of the General Affairs Office and several administrative staff.

Chapter IV Meetings Article 12 Meetings of the Institute Committee shall deliberate on all major matters concerning the Institute.
Such meetings shall be convened by the Chairperson, and, when necessary, relevant personnel of the Institute may be invited to participate.
Article 13 Meetings of the office committees shall discuss matters pertaining to their respective offices and shall be convened by the directors of those offices.

Chapter V Supplementary Provisions Article 14 Any amendments or additions to these Regulations shall be proposed by the Committee.
Article 15 These Regulations shall come into force upon approval by the Central Committee of the Nationalist Party following submission by the Party Organizations of the three provinces.
