— Since the imperialist powers have forcibly imposed foreign commodities on China by military means, the rate of price increases for everyday consumer goods has far outstripped that of agricultural produce. Traditional rural sideline occupations, such as hand-spinning and weaving, have been completely destroyed. Moreover, since the Xinhai Revolution, wars among warlords vying for territorial control have raged year after year, banditry has spread throughout the country, and corrupt officials have levied exorbitant taxes and extorted additional dues (including advance collection of taxes and arbitrary demands). Local bullies and reactionary gentry have also exploited and monopolized resources, further exacerbating the plight of the peasantry. Under such multifaceted oppression, a spirit of resistance has naturally arisen among the peasants; the widespread uprisings against rent and tax impositions across the country serve as clear evidence of this. Accordingly, at its Third Congress, our Party resolved that it is necessary to unite smallholders, tenant farmers, and hired laborers in a common struggle to resist and overthrow the imperialist forces that hold China in thrall, to defeat the warlords and corrupt officials, and to oppose local bullies and reactionary elements, thereby safeguarding the interests of the peasantry and advancing the national revolutionary movement.
