The Propaganda Department of the Central Executive Committee of the Kuomintang of China, considering the great importance of the Anti-Fengtian War, its nature being the prelude to the national revolutionary movement against British and Japanese imperialism, deems it urgent for party headquarters at all levels in all localities to direct all comrades to carry out extensive propaganda, so that the entire nation may clearly understand the cause and objective of this war. The main propaganda outline first analyzes the various aspects of the Anti-Fengtian War, then presents the propaganda program, and finally lists nine slogans. Proposed by Minister Mao Zedong and passed by the Central Committee meeting on November 27, the full text is recorded as follows:

(A) Analysis of the Various Aspects of the Anti-Fengtian War:

(1) The Imperialist Aspect: Last year's Zhili-Fengtian War arose from the attempt of British and American imperialism to support the Zhili clique to unify China and exclude the influence of Japanese imperialism. Its outbreak was the Jiangsu-Zhejiang War, which was due to American imperialism's desire to monopolize the loan for wireless telegraphy in Jiangsu, excluding the Japanese wireless telegraphy loan. Therefore, at that time, Britain and the pro-American faction did their utmost to assist Qi Xieyuan, while Japan and the pro-Japanese faction did their utmost to assist Lu Yongxiang. This Anti-Fengtian War continues in the same vein. Japanese imperialism stands behind the Fengtian clique, and American imperialism stands behind the Zhili clique. However, after the Fengtian-Zhili War last year, British imperialism, seeing the uselessness of the Zhili clique, had to do its utmost to coordinate with Japan during the nationwide anti-British May Thirtieth Movement. It enticed Zhang Zuolin with great benefits to suppress the anti-British movement in Shanghai. It was later rumored that Britain assisted Fengtian with a huge sum to expand the Fengtian Arsenal, with the intention of using the Fengtian clique to unify China. At this time, because Yang Yuting was supervising Jiangsu, troops were increased in Shanghai, and the Customs Conference held in Beijing was advantageous to Fengtian's Zhang, the Zhili clique had to launch its attack early. It is still difficult to determine completely whether the cunning British imperialism is assisting Fengtian or Zhili in this campaign. It is likely that Japan, in order to counter the United States, would rather rope in Britain to jointly use Zhang Zuolin. However, if Britain perceives an unfavorable situation for Zhang Zuolin and sees a possibility of victory for its old servant Wu Peifu, it is to be expected that it would abandon its new favorite and ally with its old friend to consolidate its sphere of influence in the Yangtze River valley. Therefore, the attitude of British imperialism will be to assist whichever side has a greater certainty of victory.

(2) The Warlord Aspect: In the standoff between Zhili and Fengtian, the Zhili clique has the territories of seven provinces: Hunan, Hubei, Jiangxi, Anhui, Jiangsu, Zhejiang, and Fujian. Guizhou, under the control of Sichuan's Yuan Zuming, also nominally belongs to the Zhili clique. But within these provinces, there are various special factions, and Wu Peifu and Sun Chuanfang are also bound to split from each other. During the intense period of the anti-Zhili war, Sun and Wu naturally had to fight in alliance. Now that the fighting has paused, rifts have already appeared. In the future, after defeating Fengtian's Zhang, they will undoubtedly split. The Fengtian clique has long had old and young factions. Since the victory over Zhili last year, internal strife over the distribution of power has intensified daily. Finances are exhausted, and the Fengtian grain price has fallen by more than half. The previous seizure of Zhili, Shandong, Jiangsu, and Anhui was to solve financial problems. Now that Jiangsu and Anhui are lost, and due to the threat of the Guominjun, Shandong and the Beijing-Hankou line in Zhili will also be lost. Financial resources within the pass are exhausted. With several hundred thousand hungry troops gathered inside and outside Shanhai Pass, its strength is suited for a quick battle but not for a protracted one. Of the two warlord cliques, Zhili and Fengtian, no matter which one wins, it will be detrimental to China, because behind both cliques are vicious imperialisms. However, in the nationwide anti-Fengtian movement, the Zhili clique's opposition to Fengtian must be considered as one force to jointly deal with the current strong enemy. After Fengtian is overthrown, the power of the nation will be used to clean up the Zhili clique. This is a necessity of military strategy.

(3) The Political Faction Aspect: In this Anti-Fengtian War, the attitudes of political factions worthy of attention are the Anfu clique, the Research clique, the Federal Government clique, the New Diplomatic clique, and the comprador class in places like Shanghai and Nantong. The military power of the Anfu clique can be said to no longer exist at this time. Its political power has long been split into pro-Zhili and pro-Fengtian factions. However, because the pro-Zhili faction lost power and the pro-Fengtian faction is in power in Beijing, the Beijing government has become something that completely represents Zhang Zuolin. The Research clique attached itself to Cao and Wu when they were in power. Although Cao and Wu failed, it remained as Wu Peifu's staff. With the rise of the Zhili clique this time, Jiang Fangzhen and others of the Research clique, as well as its "piglet" parliamentarians, have flocked to Hankou to seize benefits. The Federal Government clique is formed by combining the Political Study clique, the Yiyou Society, and a group of politicians from the so-called Kuomintang Comrades' Club, such as Zhang Binglin and many other small political factions. Currently, they are all gathered under the banner of Wu Peifu to seek opportunities. The Gu Weijun faction, the so-called New Diplomatic clique, has always been the treasonous broker between the Zhili clique and British and American imperialism. This faction is now deeply connected with the Research clique and the comprador class in places like Shanghai and Nantong, and has always gathered under the banner of the Zhili clique, striving to carry out its treasonous activities. The comprador class in places like Shanghai and Nantong, guided by American imperialism, stood on the side of the Zhili clique during last year's anti-Zhili war. With the resurgence of the Zhili clique this time, they have also immediately followed the will of their master (American imperialism), becoming a loud echo for the Zhili clique, and also a powerful pillar. Among the above political factions, apart from the Anfu clique, which represents Japanese imperialism and bureaucratic interests and belongs to the Fengtian side, the Research and Federal Government cliques, which represent the interests of the bureaucracy and the landlord class, the New Diplomatic clique, which represents British and American, especially American, interests, and the Shanghai and Nantong comprador class, all stand on the side of the Zhili clique.

(4) The Guominjun Aspect: The Guominjun has no connections with British, American, or Japanese imperialism, and therefore sympathizes with the anti-imperialist movement. This is the greatest characteristic of the Guominjun. At this time, for strategic necessity, it has not yet broken with Zhang Zuolin, and may adopt a temporary compromise, but this is a temporary matter. If our party wishes to achieve greater progress towards the success of the National Revolution after the Anti-Fengtian War, the victory of the Guominjun in the north is indeed one of the important keys.

(5) The National Government Aspect: Our party's foundation in Guangdong is now very solid. Xiong Kewu's forces in Beijiang have long been dealt with, and Chen Jiongming in Dongjiang has been cleaned up. Troops have been sent to pursue and wipe out his small remnants that fled to the Fujian border, to ensure they are uprooted. Deng Benyin's forces in the southern route can also be dealt with shortly. The unification of the entire province can be said to be accomplished. The plot of British imperialism, in collusion with Chen Jiongming and others, to eliminate our party's revolutionary forces has completely failed. Regarding the Guangzhou-Hong Kong strike issue, the Hong Kong merchants and the Hong Kong government know there is no other way to resist and are now trying to change course. A victorious resolution can be achieved shortly. At present, what our party is striving for in Guangdong is the refinement and expansion of the revolutionary army's strength, the reform and consolidation of civil administration, finance, justice, and education, and the expansion of the mass movements of workers, peasants, merchants, and students. In short, to actively prepare our strength in the shortest possible time, and when the situation in the north and south develops to a certain point, we will dispatch troops to advance north, leading the entire nation for a thorough resolution of the country's affairs. Our party has already issued a declaration on the current situation in the name of the Central Executive Committee, pointing out the objective of the Anti-Fengtian War. It has also sent telegrams in the name of the National Government Council to important generals on both the Zhili and Fengtian sides, urging them to jointly overthrow Fengtian's Zhang, and after the fall of Zhang and Fengtian's power, to establish a government and policies that conform to the objectives of the people, so as to test their acceptance or rejection of our party's advocacy of upholding the people's interests.

(6) The Masses Aspect: In the consciousness of the masses, this anti-Fengtian movement is a movement to resist the Fengtian clique warlords who support British and Japanese imperialism in suppressing the patriotic movement. Therefore, the main body of this anti-Fengtian movement should be the revolutionary masses of the entire country. The mobilization of the Zhili clique is merely a vanguard force and cannot be considered the main body. The masses' anger towards the Fengtian clique warlords is unprecedented in recent years. The concept that the whole nation's opposition to Fengtian is opposition to British and Japanese imperialism, and that victory against Fengtian is victory against Britain and Japan, is the same as the concept of the Guangdong masses that the punitive expedition against Chen Jiongming is an attack on British imperialism, and that the victory of the Eastern Expedition is the victory of the strike. Therefore, in the consciousness of the masses, this Anti-Fengtian War is different from the previous "Zhili-Anhui" and "Fengtian-Zhili" wars.

(B) Our Propaganda and Preparations

Responsible comrades of party headquarters at all levels in all localities must, in an organized and planned manner, find all kinds of opportunities to explain to comrades with all their effort, and to propagandize to the masses with all their effort, the following points:

(1) The conspiracies of the various imperialist powers in this war.

(2) If the Fengtian clique warlords, who are the running dogs of British and Japanese imperialism, are victorious, the masses will face immense danger.

(3) The masses can temporarily make use of the Zhili clique's opposition to Fengtian, but they must not allow it to replace Fengtian's Zhang in power, because if the Zhili clique replaces Fengtian's Zhang in power, the people will also face immense danger. The people should not forget the past examples of the Zhili clique in power. In the Yangtze provinces where the atmosphere of the merchant class welcoming Wu Peifu and Sun Chuanfang is extremely strong, special attention should be paid to propagandizing this point.

(4) All kinds of counter-revolutionary factions such as the Anfu clique, the Research clique, the Federal Government clique, the New Diplomatic clique, and the comprador class are absolutely incompatible with the interests of the people. Their secret plots must be exposed and they must all be rejected.

(5) Among the various anti-Fengtian forces, the difference between Feng Yuxiang's faction and the faction of Wu Peifu and Sun Chuanfang is that Feng has no ties with imperialism and supports the National Revolution, while Wu and Sun are directed by imperialism and oppose the National Revolution. Therefore, the people's distinction between friend and foe depends entirely on whether one has a relationship with imperialism. No matter who, no matter when, as soon as one develops a relationship with imperialism, the people will not recognize them as a friend.

(6) The true leader of the people is the Kuomintang of China. The true government of the people is the Guangzhou National Government. The true army of the people is the National Revolutionary Army of Guangdong. Because the Kuomintang, the National Government, and the National Revolutionary Army are the vanguards against imperialism, the defenders of the people's interests, and the comforters for the people's suffering (cite the facts of Guangdong's resistance against British imperialism and the recent unification of Guangdong and its active construction).

(7) The entire oppressed masses of China are the masters of all China's problems. In this Anti-Fengtian War, the people should be the general commanders. The people should quickly organize themselves to lead this great anti-Fengtian movement.

(8) The Kuomintang's four proposals on the current situation: (1) Establish a national government that unifies the entire country. (2) This national government must convene a preparatory conference for a national assembly in the shortest possible time. (3) This national government must, through the preparatory conference for a national assembly, fundamentally resolve the issue of the unequal treaties. (4) This national government must guarantee the people's freedoms of speech, association, and assembly. This is the only way to end this war. If these four proposals are not followed, the outcome of the war will still be a situation dominated by the cooperation of imperialists and warlords. The people will still face the same dangers as before.

(9) To implement the Kuomintang's proposals, we should quickly prepare for a national assembly of true people's representatives. In all kinds of people's organizations, the propaganda from last year on "the necessity of a national assembly to resolve the affairs of the state" should be re-ignited into a widespread campaign. All party headquarters and special municipal party headquarters should, when necessary, mobilize fully within their jurisdictions to carry out vigorous propaganda for the national assembly, in order to arouse the attention of the masses.

(C) Slogans:

(1) Down with Zhang Zuolin and Duan Qirui!
(2) Down with British, American, and Japanese imperialism!
(3) Down with all scheming political factions!
(4) People, rise up and command the anti-Fengtian movement!
(5) End the Anti-Fengtian War with a national assembly of people's representatives!
(6) Establish a national government that unifies the entire country!
(7) Abrogate the unequal treaties!
(8) Freedom of assembly, association, speech, and strike!
(9) All revolutionary elements, quickly join the Kuomintang!
