Notice from the Central Committee of the Communist Party of China to All Regional, Local Committees, and Heads of Independent Groups[1]

In preparation for the convening of the Fourth National Congress, comrades in all localities are requested to submit their opinions on the Party's various policies and practical work over the past year to the Central Bureau. Those with special individual opinions may write them down in written form, to be collected and sent to the Central Bureau by the committee or group head. The Central Committee intends to publish the opinions discussed in various localities in the Party newspaper, to serve as material for the discussion of various resolutions at the Fourth National Congress.
