September 10, 1922  To Mr. Zhu Wei:  The present strike by the workers has been resorted to only as a last resort, owing to the extreme severity of our grievances.
Malfeasance by inferior officials and deplorable working conditions have driven us to this step.
Detailed terms were submitted by the workers to Director Wang of our railway and to the foreign chief administrator.
For half a month past, we have borne these hardships with resignation; yet Director Wang has persistently delayed action, while Zhang Miao remains in office, and our requests have been wholly denied.
This has aroused widespread indignation throughout the entire line, compelling us to take this course.
We are deeply grateful for your desire to bring about a settlement.
However, our railway places great emphasis on systematic management, and those responsible should be left to the proper authorities.
We earnestly request that you promptly intervene with Director Wang at Xujiapeng and with the foreign chief administrator: if the eight demands are granted by morning, trains will resume service by evening, and we shall certainly comply without fail.
Moreover, the workers are well organized; this strike is being conducted under the joint authority of the All-Line Club Federation, which assumes full responsibility for all negotiations.
