To Shi Fuliang¹ and the Central Committee of
the Socialist Youth League
(June 20, 1922)

Brother Guochang and all brothers in the Central Executive Committee:

1. Circulars no. 1, 3, 4, and 5 have all been received, and in compliance with
Circular no. 1, we held a conference on June 17 to carry out a reorganization and
to adopt Detailed Regulations of the League Executive Committee in Changsha.
We have elected the following three people as members of the Executive Committee:

Secretary-Mao Zedong
Head of the Organization Department-Li Longzhi²
Head of the Propaganda Department-Luo Junqiang

2. The league members here consider that although Mao Zedong and Li
Liuru³ are over twenty-eight, they are needed to work for the league, and have
therefore elected them as officers in accordance with Article 2 of the Supplement to the Statutes,⁴ by a unanimous vote of those attending. We hereby
apply to the Central Executive Committee for approval. Kindly send us your
instructions.

3. The twelve articles of the Detailed Regulations of the League Executive
Committee in Changsha were voted through by the conference. In accordance

1. Shi Fuliang (1899–1970), original name Shi Cuntong, alias Fang Guochang, was a
native of Jinhua xian, Zhejiang Province. At the time he was secretary of the Central
Committee of the Socialist Youth League of China.
2. On Li Lisan, original name Li Longzhi, see above, the note to the couplet Mao
composed with him in November 1921. On his return to China after his expulsion from
France, Li was active as a labor organizer at the Anyuan coal mines in Hunan, and in May
1922 he became head of the Anyuan Mine and Railroad Labor Union.
3. Li Liuru (1887-1973) was a native of Pingjiang xian, Hunan Province. He joined
the Communist Party in 1921 and taught in Changsha at the time. In 1924 he was a teacher
in the Junzhi school and the Public Law College of Hunan University.
4. The Statutes of the Socialist Youth League had been adopted at its first congress,
which took place in Guangzhou May 5-15, 1922.
