The development of the peasant movement in a given locality should proceed in the following order: 1. areas where there is greater freedom of assembly and association; 2. areas conveniently situated along railways and rivers, and places where the peasants are suffering particular economic hardship and have already risen in revolt or are easily incited to do so.

Under present conditions, the development of the peasant movement should follow the principle of concentration. Apart from Guangdong Province, efforts should be concentrated in the four provinces of Hunan, Hubei, Jiangxi, and Henan. Next, appropriate forces should be deployed in the seven provinces of Shaanxi, Sichuan, Guangxi, Fujian, Anhui, Jiangsu, and Zhejiang. Within a single province, the principle of concentration should also be applied. For example: In Hunan, emphasis should be placed on the five prefectures of Changsha, Yuezhou, Changde, Hengzhou, and Baoqing. In Hubei, emphasis should be placed on counties along the Yangtze River and railways, especially the three counties of Wuchang, Hanyang, and Xiakou. In Jiangxi, emphasis should be placed on the line from Ji’an through Nanchang to Jiujiang. In Henan, emphasis should be placed on areas along the Beijing–Hankou, Longhai, and Daoqing railways. In Shaanxi, emphasis should be placed on the Guanzhong Circuit, i.e., counties in the Wei River basin. In Sichuan, Chongqing and Chengdu should serve as the two centers, with emphasis on their surrounding counties. In Guangxi, emphasis should be placed on the line from Bose through Nanning to Wuzhou. At present, special attention should be given to linking Enlong, Fengyi, Enyang, Bose, and other counties under Fan Shisheng’s influence with the already developed Donglan County. In Yunnan, Kunming should serve as the center, with emphasis on counties along the Yunnan–Guangdong railway. In Fujian, Yongding should serve as the center, with emphasis on counties in southern Fujian. In Zhejiang, emphasis should be placed on the two prefectures of Ningbo and Shaoxing. In Jiangsu, emphasis should be placed on Chongming, Jiangyin, Danyang, Wuxi, Taixing, Tongshan, Suining, and other counties. In Shandong, emphasis should be placed on areas along the Jiaoji and Jinpu railways. In Anhui, emphasis should be placed on northern Anhui, with Shouxian and Hefei as centers. In Zhili, emphasis should be placed on areas along the Beijing–Hankou, Beijing–Suiyuan, Beijing–Mukden, and Jinpu railways. Zhili and the Jingzhao Special District should be divided into two separate peasant movement regions. Under the Guomindang system, the peasant movement in Zhili shall be under the jurisdiction of the Zhili Provincial Party Headquarters, with Tianjin as the center; the peasant movement in Jingzhao shall be under the jurisdiction of the Beijing Special Municipal Party Headquarters, with the Beijing suburbs as the center. In provincial capitals and other important cities, suburban peasants must be specially organized into Suburban Peasant Associations. The Guomindang municipal or special municipal party headquarters in such cities must establish peasant departments to guide the suburban peasant movement.

In all localities, the peasant movement must earnestly cooperate with the left wing of the Guomindang and facilitate the establishment of a representative office of the Guomindang Central Peasant Department in Wuhan. A Peasant Movement Training Institute shall be opened in Wuchang.
